F.       Minutes of previous meeting: 

           SC2020-01:

RESOLVED, that the minutes of the December 17, 2019 Town Council meeting, acting as the Sewer Commission, is hereby accepted.

Resolution moved by Council Vice President D’Amico and seconded by Councilman Licciardi.

All in favor none opposed and unanimously voted to accept.

G.      Reports:

      G-1: Plant Manager – Plant data and activities for the month of December will be reported at the next Sewer Commission meeting.

G-2:  Industrial Pretreatment Program – December 2019

Significant Industrial Users                                

·   Rhodes Technologies and Warwick Ice Cream submitted their pretreatment reports.  All were in compliance.

Private WWTF

·   Bald Hill Realty submitted their draft O&M manual and a letter of approval will be issued this month.

Food Service 

·   Bill’s Place and Famous Pizza, both in West Warwick were inspected in December.  Both were in compliance.

Plan Reviews

·   Plans were reviewed for Dunkin Donuts on 341 Providence Street.

New Connections

The following new connections are ongoing.

1.       Mid-Town Square in Coventry

2.       1200 Quaker Lane development at Showcase Cinema

3.       Coventry Plaza off of Tiogue Avenue

Maintenance and Repair (M&R)

·   The Program met with the owner of the Mexican Tire Service and asked them to revise their plans and submit an application. 

Miscellaneous

·   Green Development, located at 1600 Division Street (formally the Met Life complex) was initially installed as a solar wind farm facility.  During the inspections we found a lot of hazardous chemicals being stored there which are flammable and could cause problems with the sewers as there are floor drains all over this facility. 

·   The Program is trying to meet with the property owner and the Green Development owner to get a list of what they’re using and try to get this resolved.

·   Councilman Licciardi asked if the Program will be monitoring this on a regular basis.  Mr. Geremia responded that they’re catching these problems as new businesses apply for licenses which require Pretreatment Program inspections.

·   Mr. Geremia stated the same is happening with another new business, Peachbud LLC which is going into an old textile mill that is now being converted to a storage facility.  He said these businesses are going in with a change of use and the Program is not receiving any plans.  When the Program asks for plans during the inspections it is after the fact and the business owners become difficult to work with. 

·   Mr. Geremia said the Program is trying to setup a meeting with the Town to come up with better procedures.

G-3:    Financial Update:

·   Year-to-Date Operating and Debt Expenses for Fiscal Year 2020 as of December 31^st totaled $5,018,059 which is 55% of the annual budget.

·   Fiscal Year 2020 Sewer Usage collections through December 31^st totaled $3,647,885 which is 55% of the total billed.

·   Fiscal Year 2020 Sewer Assessment collections through December 31^st totaled $205,146 which is 55% of the total billed.

·   Cash and Investments through December 31^st totaled $3,218,912.
