ACTING AS SEWER COMMISSION
MEETING MINUTES
DATE: TUESDAY, SEPTEMBER 15, 2020 TIME: 7:00 P.M.

SC2020-23:
RESOLVED, that the minutes of the August 18, 2020 Town Council meeting, acting as the Sewer Commission, is hereby accepted.
Resolution moved by Council Vice President D’Amico and seconded by Councilman Messier.
All in favor, none opposed and unanimously voted to accept.

The following is taken from the Plant Manager’s report data from August 2020.
· Average daily flow was 3.6 mgd with a maximum of 7.7 mgd.
· CBOD removal was 98%. DEM requirement is 85%.
· TSS removal was 99%. DEM requirement is 85%.
· Total Nitrogen was 7.3 mg/l. DEM requirement is 7.6 mg/l.
· Total Phosphorus was 0.07 mg/l. DEM requirement is 1.0 mg/l.
· Sludge sent to Synagro was 400.55 wet tons which is approximately 97.94 dry tons. Sludge sent to the Landfill was 74.25 wet tons which is approximately 16.80 dry tons. Total wet tons were 474.80. Total dry tons were 114.74.
· There were 4 private line blockups:
1. Lockwood Street on 8/5/20
2. Monterey Drive on 8/12/20
3. Kent Street on 8/27/20
· There were no public line blockups:
· We conducted a Lock Out-Tag Out training.
· There were five odor complaints due to the scrubber being offline for it’s annual cleaning.
· There were no facility violations.

The annual report for the Wastewater Treatment Facility (WWTF) was submitted to DEM in August. It identifies the Commercial Users and looks at the performance of the WWTF. This report was submitted in
a .pdf format so it may be uploaded to the WWTF website.
Significant Industrial Users
· Rhodes Technologies submitted their monthly self-monitoring report which included a re-test for the for acetone. All tests were in compliance.
Food Service Inspections
· Nine food service facilities were inspected this month. All but one were in compliance.
· Miss Cranston’s Grill was re-inspected and the grease trap had been cleaned as requested in our previous inspection.
· During the inspection of Masala Pakistani and Indian Cuisine we found their grease recovery device had not been working. The owner cleaned the device and got it working while we were there. They are now required to submit monthly cleaning logs.
Food Service Permits
· A permit was issued for Chipotle Mexican Grill located on the Showcase Cinema property.
· A new permit was issued to Boneheads Wing Bar in West Warwick.
Plan Reviews
· Plans were reviewed for JP Morgan Chase Bank in Warwick.
· During our inspection of House of Liquors, Inc. on Quaker Lane we found a blocked lateral and we notified the owner. The owner corrected the situation avoiding a major blockup into the facility.
· DAI at Centre of New England installed an inspection manhole however the lint trap was not installed. We will follow up with them next month.

· Year-to-Date Operating and Debt Expenses for Fiscal Year 2021 as of August 31st totaled $2,026,644 which is 22% of the annual budget.
· Fiscal Year 2021 Sewer Usage collections through August 31st totaled $2,774,285 which is 41% of the total billed. Of the total collected, $19,049 represents interest.
· Fiscal Year 2021 Sewer Assessment collections through August 31st totaled $196,405 which is 70% of the total billed. Of the total collected, $552 represents interest.
· Cash and Investments through August 31st totaled $3,231,842.

· Mr. Geremia stated they have not proceeded with the Consent Agreement for West Warwick because they are negotiating with the City of Cranston. Once that has concluded they will execute the Consent Agreements with Warwick and West Warwick.
· Mr. Geremia stated the testing will be put off until the Consent Agreement is in place.

SC2020-24:
RESOLVED, that the Town Council, acting as the Sewer Commission, hereby approves, the attached Contract for Services from O&M SOLUTIONS, LLC. to provide an update and gap analysis related to April 2018 Organizational Review & Business Practices Evaluation Report. Total cost not to exceed Thirteen Thousand, Five Hundred Dollars ($13,500) and will be charged to the Study Cost Account No. 2000-5669.
Resolution moved by Council Vice President D’Amico and seconded by Councilwoman Williamson.
· Councilman Licciardi stated this was discussed at last month’s Sewer Commission meeting. O&M Solutions will be coming back to do a follow up study.
· Councilman Licciardi said that he, Councilwoman Williamson and the Town Manager met with Charles Lombardi to go over the scope of the study.
· Councilman Licciardi stated Assistant Superintendent Bedard has resigned. His last day will be September 25th. He asked Mr. Songolo to submit a written plan to him, Councilwoman Williamson and the Town Manager which will reflect the absence of an Assistant Superintendent.
· Councilman Licciardi stated the Town Manager’s last day is October 9th therefore said plan will be passed on to the interim person.
All in favor, none opposed and unanimously voted to accept.

SC2020-25:
RESOLVED that the consent agenda, having been posted, all matters having been referred to proper departments and being disposed of or awaiting recommendations the same is hereby approved.
Resolution moved by Council Vice President D’Amico and seconded by Councilwoman Williamson. All in favor, none opposed and unanimously voted to accept.

A motion to adjourn was made by Councilwoman Williamson and seconded by Councilman Messier. All in favor, none opposed and unanimously voted to accept.
