D.        Minutes of previous meeting Video

 

SC2021-14:  Tabled

 

The January 19, 2021 minutes were tabled at the February 16, 2021 Town Council meeting, acting as the Sewer Commission pending investigation.

 

·        Council President Gosselin asked why these minutes were tabled.  Mr. Chapdelaine replied it was tabled due to an unknown odor complaint which has since been found.

 

No action taken.  The minutes of the January 19, 2021 Town Council meeting, acting as the Sewer Commission will remain tabled.

 

SC2021-15: 

 

RESOLVED, that the minutes of the April 20, 2021 Town Council meeting, acting as the Sewer Commission, is hereby accepted.

 

Resolution SC2021-15 was moved by Councilwoman Williamson and seconded by Councilman Messier.  All in favor, none opposed and unanimously voted to accept.

 

E.         Reports

 

E-1: Plant Manager Video

The following is taken from the Plant Manager’s report data from May 2021.

 

·        Average daily flow was 5.4 mgd with a maximum of 9.4 mgd and a minimum of 2.3 mgd.

·        CBOD removal was 98.5%.  DEM requirement is 85%.

·        TSS removal was 96.8%.  DEM requirement is 85%.

·        Total Nitrogen was 6.2 mg/l.  DEM requirement is 7.62 mg/l. 

·        Total Phosphorus was 0.07 mg/l.  DEM requirement is 1.0 mg/l. 

·        Sludge to Synagro was 365 wet tons.  Sludge to Landfill was 182 wet tons.  Total sludge was 547 wet tons.

 

·        There were 2 public line block ups:

1.     Tampa Street

2.     Laramee Avenue

 

·        There were 3 private line block ups:

1.     Wakefield Street

2.     Garfield Terrace

3.     Providence Street

 

·        There were 4 odor complaints:

1.     Two from Providence Street

2.     Blossom Street

3.     Duke Street

 

·        There were no facility violations. 

 

E-2:     Industrial Pretreatment Program – May 2021 Video

                       

Significant Industrial Users

    

·        Noramco and Amtrol submitted their self-monitoring reports.  Noramco’s results were within the permit limits.  Amtrol reported levels of zinc in excess of their permit.  A Notice of Violation was issued along with a penalty of $100 and they will need to retest.  The Program met with Amtrol’s consultant regarding their problem with the exceedance of zinc.  Upon investigation they found their two new conveyors are plated with zinc and they’ve been leaching zinc so they are replacing the plates with stainless steel which should resolve the issue.

·        The Program conducted the annual inspection of Noramco Technical Center and Rhodes Pharmaceutical.  Rhodes has decreased the use of their lab over the past year but they still request it be permitted.  Rhodes Pharmaceutical continues to operate at the same level as in the past.

·        New permits were issued for Noramco at 498 and 500 Washington Street.

·        New England Testing Laboratories (NETL) filed a baseline monitoring report which showed exceedance of Methylene Chloride. The Program contacted the company. NETL notified the Program that they will be retraining their staff and retesting for these parameters.

 

Food Service Inspections

 

·        Denny’s in Warwick did not have their reports available during inspection but they were provided at a later date.

·        Treehouse Tavern in Warwick submitted evidence of the cleaning of their grease trap.

 

E-Permitting System Review

           

·        971 Main Street in West Warwick was originally three residential and three commercial units.  It is now converting to five residential and three commercial units.  One of the commercial spaces is Zeng’s Kitchen, who opened without a permit.  We are working with the Building Official and the owners of Zeng’s Kitchen to while their fire safety work continues.  The Building Official will hold on their Certificate of Occupancy until all the work has been approved.

 

Plan Reviews

 

·        Fuel Your Fire Nutrition on Cowesett Avenue in West Warwick submitted plans and applications.  Plans did not meet the requirements and a letter was issued.

 

New Connections

 

·        Construction at 494 Cowesett Avenue has been completed.

·        JP Morgan Chase in Warwick began construction.

·        X-Mart in Coventry began construction.

·        Fact Custom completed their connection.

  

E-3:  Director of Administration Video

 

·        Year-to-Date Operating and Debt Expenses for Fiscal Year 2021 as of May 31st totaled $8,131,176 which is 87% of the annual budget. 

·        Fiscal Year 2021 Sewer Usage collections through May 31st totaled $7,321,080 which is 103% of the total billed. Of the total collected, $147,467 represents interest.

·        Fiscal Year 2021 Sewer Assessment collections through May 31st totaled $407,379 which is 145% of the total billed.  Of the total collected, $3,806 represents interest.

·        Cash and Investments through May 31st totaled $3,237,064.

 

F:         Resolutions

 

SC2021-16:  Change Order # 1 – Solids Handling Facility Upgrades (Contract No. 2021-04) Video

 

·        Mr. Geremia stated there will be two Change Orders totaling $13,745.25.  The first is to install pressure reducing valves on the water line.  This was recommended by the manufacturer during inspection because the water pressure was at 90 psi and it should be at 50 psi.

·        Mr. Geremia stated during installation they encountered conduit and electrical in the slab floor so these had to be relocated in order to get the Centrifuge operational.

·        This brings the total project cost $777,745.25.

 

RESOLVED, per recommendation of the Assistant Superintendent of Sewers and James J. Geremia & Associates, Inc., that the Town Council President as Sewer Commission Chairman be authorized to sign the attached Change Order No. 1 (Contract No. 2020-04) with Hart Engineering Corporation of Cumberland, Rhode Island in the amount not to exceed $13,745.25.

 

AND BE IT FURTHER RESOLVED, that the Town Council President as Sewer Commission Chairman be authorized to sign any related contracts upon review and approval of the Town Solicitor and the Administration.

 

Resolution moved by Councilwoman Williamson and seconded by Councilman Messier.  All in favor, none opposed and unanimously voted to accept.

A motion was made to table Consent Agenda (2021-17) by Councilwoman Williamson and seconded by Councilman Messier.  All in favor, none opposed and unanimously voted to accept.
