SEWER COMMISSION
MEETING MINUTES

RESOLVED, that the minutes of the December 21, 2021 Town Council meeting, acting as the Sewer Commission, is hereby accepted.
Resolution SC2022-01 was moved by Council Vice President Williamson and seconded by Councilman Messier. All in favor, none opposed and unanimously voted to accept.

The following is taken from the Plant Manager’s report data from December, 2021.
• Average daily flow was 4.6 mgd with a maximum of 7.6 mgd and a minimum of 2.5 mgd.
• CBOD removal was 99% or 2.1 mg/l. DEM requirement is 85%.
• TSS removal was 98% or 3.6 mg/l. DEM requirement is 85%.
• Total Nitrogen is out of season.
• Total Phosphorus was 0.71 mg/l. DEM requirement is 1.0 mg/l. One lab report is not factored in but this does not affect anything.
• Sludge to Synagro was 580 tons.
• There were 2 public line block ups:
1. Border Street
2. Manchester Street
• There were 4 private line block ups:
1. Nestor Street
2. Sunset Avenue
• There were no odor complaints.
• There were no facility violations.
• We have a new maintenance person starting on Monday. The new office manager will be starting on January 31st. Both candidates for Assistant Superintendent declined our offer so that position is still available.

Significant Industrial Users
• Noramco submitted their self-monitoring report and they were in compliance.
Private Wastewater Treatment Facilities
• Showcase Cinemas at 1200 Quaker Lane in Warwick scheduled to re-line a section of the force main under the overpass on Rt 2. The Engineer has delayed the project until RIDOT issues a permit for the work.
Food Service Inspections
• Alex Pizza d/b/a Ronzio Pizza at 1013 Main Street was generally in compliance.
Food Service Permits
• A new permit was issued to Eastside Pub & Grub LLC d/b/a Miss Cranston Diner & Grill at 45 Quaker Lane in West Warwick.
• A permit was reissued to Emilio’s Bakery at 35 Quaker Lane in West Warwick.
New Connections
• Century Plaza continued construction this month.
• 182 Arnold Road in Coventry completed construction this month.
Plan Reviews
• Plans and application were reviewed a Dollar Store at 495 Washington Street in Coventry. The plans generally met the requirements and a letter was issued.
• Plans were reviewed for the Paul Arpin Van Lines subdivision. The plans were not approved and a letter was issued.
• Plans were submitted for Neon Market at 1149 Division Street in Warwick. This will be a gas station and mini-mart. The plans were not complete and a letter was issued asking for revised plans.
• Lat’s Variety on Providence Street in West Warwick submitted an application without plans. We issued a letter asking them to submit plans.

• Year-to-Date Operating and Debt Expenses for Fiscal Year 2022 as of December 31st totaled $5,401,503.17 which is 57% of the annual budget.
• Fiscal Year 2022 Sewer Usage collections and Sewer Assessment collections through December 31st totaled $373,507.23. Of the total collected, $6,928.08 represents interest.

RESOLVED per recommendation of the Superintendent of Sewers and James J. Geremia & Associates, Inc. that the Town Council President acting as Sewer Commission Chairman be authorized to sign the attached Change Order No. 1 with Automatic Temperature Controls, Inc. d/b/a C.H.A.C. of Cranston, Rhode Island (Rhode Island State MPA) in the amount not to exceed Sixteen Thousand, Four Hundred, Seventy-One and Zero cents. ($16,471.00).
AND BE IT FURTHER RESOLVED, that the Town Council President acting as Sewer Commission Chairman be authorized to sign any related contracts upon review and approval of the Town Solicitor and the Administration.
Resolution moved by Councilman Messier and seconded by Council Vice President Williamson.
· Mr. Chapdelaine stated during the initial repair of two sections of the boiler, four additional sections within the internals were found to be comprised. The recommendation was to repair all six sections.
All in favor, none opposed and unanimously voted to accept.

RESOLVED that the consent agenda, having been posted, all matters having been referred to proper departments and being disposed of or awaiting recommendations the same is hereby approved.
Resolution moved by Council Vice President Williamson and seconded by Councilman Bourget.
All in favor, none opposed and unanimously voted to accept.
