SC2023-07

 

RESOLVED, that the minutes of the March 21, 2023 Town Council meeting, acting as the Sewer Commission, is hereby accepted.

 

Resolution SC2023-07 was moved by Council Vice President Williamson and seconded by Councilman Messier.  All in favor, none opposed (3 – 0) voted to accept.

 

 

SC2023-08

 

RESOLVED, that the minutes of the March 27, 2023 FY2024 Budget Workshop Meeting, Town Council  acting as the Sewer Commission, is hereby accepted.

 

Resolution SC2023-08 was moved by Council Vice President Williamson and seconded by Councilman Messier.  All in favor, none opposed (3 – 0) voted to accept.

 

 

G.        Reports

 

G-1:  Superintendent’s Report – March 2023

        Average daily flow was 7.5 mgd with a maximum of 16.5 mgd and a minimum of 3.6 mgd.

        CBOD removal was 96.5% at 3.3 mg/l. 

        TSS removal was 97.2% at 2.7 mg/l.

        Total Phosphorus was 0.37 mg/l. 

 

        Sludge to Synagro was 366 tons. Sludge to the Landfill was 202 tons. Total Sludge 568 tons.

 

 

        There was one (1) public line block up on:

1.     Kowalik Drive

 

 

        There was eight (8) private line block ups on:

1.   Sycamore Drive

2.   Bettez Street

3.   Fairgreen Drive

4.   Quaker Lane

5.   Pulaski Street

6.   Main Street

7.   Providence Street

8.   Nestor Street

 

 

        There was one (1) odor complaint on Aster Street.

 

 

G-2      Industrial Pretreatment Program – February 2023

 

Significant Industrial Users 

 

        This month Pharmaron (498 Washington St.) submitted a monthly self-monitoring report. Pharmaron continues to report no production, therefore, did not conduct sampling.

 

        A revised permit was issued to Amtrol. The revisions were mainly due to management changes

 

Food Service

 

        PB & K, LLC (d/b/a Crumbl RI – E. Greenwich) located at 100 Division St., E. Greenwich was issued a new permit this month. The facility was inspected and the grease recovery device had not been serviced. The owner was provided instruction for the daily service.

 

        Dunkin Donuts (699 Bald Hill Rd., Warwick) closed this month.

 

        Black Oak Restaurant (760 Tiogue Ave., Coventry), Starbucks (1190 Division St., Warwick) and Cozy Grill (476 Tiogue Ave., Coventry) submitted evidence of grease interceptor cleaning this month

 

Private Wastewater Treatment Facilities   

   

§  The private sewer at East Greenwich Square was cleaned this month. The condition of the system was generally good.

 

 

Other - New Connections

 

        Neon Market (1149 Division St., Warwick) continued construction this month.

 

        Chadwick-Ba Ross, Inc. (31James P. Murphy Highway, West Warwick) complete the revisions to the sewer system this month.

 

 

Plan Reviews

 

        Truffle Fry, Inc. (d/b/a Lake Taco) located at 446 Tiogue Ave., Coventry submitted revised plans this month. The plans included an outside bar and revised grease removal system. The plans were generally consistent with the requirements and a letter was issued. 

 

        Revised plans and application were submitted for Summit Medical Compassion Center, Inc. (d/b/a RISE) located at 444 Quaker Lane, Warwick. The plans involve renovating an existing restaurant. The plans were generally consistent with the requirements and a letter was issued.

 

        Desmar, LLC (568 Providence St., West Warwick) submitted partial applications for the former Filippou’s Twisted Pizza facility. The applications and plans were not complete and a letter was issued.

 

 

G-3:  Financial Report

 

        Year-to-Date Operating and Debt Expenses for Fiscal Year 2023 through March 31st totaled $7,235,847 which is 77% of the annual budget.

 

        Overtime for the month of March was $12,087 which is 8% of the annual budget. FY2023 Year-to-Date overtime is $119,497 which is 83% of the annual budget. Year-to-date savings in “Sewer Department Salaries’ line item is $43,335 which is helping to offset the Facility’s overtime expenses. In comparison with the same time last Fiscal Year, we have spent $16,559 less on overtime this year versus last year.

 

        Year-to-Date Sludge Removal costs through March 31st totaled $609,398 which is 91% of the annual budget. Year-to-Date increased expense of $108,177 versus what the Facility would have spent if we had not been required to offload sludge at Resource Recovery this Fiscal Year.

 

        Fiscal Year 2023 Sewer Usage and Industrial collections through March 31st totaled $6,259,385 which is 84% of the total billed.

 

        Fiscal Year 2023 Sewer Assessment collections through the end of March totaled $262,981 which is 106% of the total billed.

 

        Cash and Investments through the end of March totaled $3,299,351

 

 

H.        Resolutions

 

 

1.     Bid Award – One Ton Utility Body Pick-up with Crane (SC2023-09) 

 

Resolution SC2023-09 was moved by Council Vice-President Williamson and seconded by Councilman Messier. All in favor, none opposed (3-0) voted to accept.

 

 

 

I.          Public Comment          

        Resident Tom Oakes of 6 Colonial Way asked a question regarding a company that was out of business. Mr. Geremia explained it was the Pharmaceutical company.

 

 

J.         Adjourn

 

A motion to adjourn was made by Councilman Messier and seconded by Council Vice President Williamson.  All in favor, none opposed (3 - 0) and voted to accept. Adjourned at 6:38 p.m.
