MEETING MINUTES

RESOLVED, that the minutes of the January 17th, 2023 Town Council meeting, acting as the Sewer Commission, is hereby accepted.
Resolution SC2023-01 was moved by Council Vice President Williamson and seconded by Councilman Messier. All in favor, none opposed and unanimously voted to accept.

• Average daily flow was 8.3 mgd with a maximum of 14.5 mgd and a minimum of 1.4 mgd.
• CBOD removal was 98% at 2.0 mg/l.
• TSS removal was 98% at 2.5 mg/l.
• Total Phosphorus was 0.74 mg/l.
• Sludge to Synagro was 104 tons. Sludge to the Landfill was 470 tons. Total Sludge 574 tons.
• Superintendent Chapdelaine informed the Commission Synagro has made repairs to their facility and as of last week we are offloading at Synagro again.
• There were no public line backups.
• There were three (3) private line block up on:
1. Archambault Avenue
2. Dounetos Street
3. West Warwick Avenue
• There was one (1) facility violation:
• Enterococci
• Superintendent Chapdelaine explained the facility had one (1) violation in January due to a contaminated sample. All other samples were within permit limits.

Significant Industrial Users
• This month Amtrol, Immunex (Amgen), Bradford Soap, Warwick Ice Cream, and Pharmaron (498 Washington St.), submitted their quarterly self-monitoring reports. Pharmaron (500 Washington St.), Cal Chemical, New England Testing Laboratories, Ethides Laboratories and Purevita Labs submitted semi annual self-monitoring reports. All of the results were within the permit limits except for Amtrol, the results for Amtrol indicated the company exceeded the permit limit for oil and grease for one day. The violation was not significant. A Notice of Violation was issued requiring the company to re-test in January.
• Pharmaron (498 Washington St.) reported no production for the quarter and therefore did not conduct sampling.
Private Wastewater Treatment Facilities
• This month the contractors for Showcase attempted to prepare for lining a section of force main under Quaker Lane. The plan was to install two new manholes to be able to pull a liner. The contractor could not locate the line and stopped the work until Showcase could locate the line or develop an alternative plan.
Food Service
• This month, a new permit was issued for D. E. Foods, LLC (d/b/a Kentucky Fried Chicken).
New Connections
• • Neon Market (1149 Division St., Warwick) continued construction this month. Mega Providence Street, Inc. (177 Legris Ave., West Warwick) began construction without notifying the Program. The Program noticed the construction and visited the site. The work was not in accordance with the plans and the contractor was told to contact their Engineer of record. As of the end of the month the project had not been completed. 9 Lives Tattoo submitted a new application for 1527 Main St., West Warwick. The facility was inspected and determined to generally meet the requirements. The Program corresponded with the owners of 1090 Main St. (Prospect Enterprises, LLC. - d/b/a Savers Mart) regarding the requirements for sewer approval. As of the end of the month, the company has not submitted plans or applications.
• • The owners of 207-211 Quaker Lane, West Warwick submitted a compliance schedule for the work required to separate the properties. The work will take place in the Spring.
Plan Reviews
• • Plans and applications were submitted for 40 Keyes Way, West Warwick for a proposed Quality Beef Company. The facility will be involved in wholesale food processing. The plans were not complete as the project is a design build. The application contained errors and inconsistencies. The Program met with their representatives at the current facility in Providence to review the items needed to complete the submission.
• • 577 Tiogue, Coventry submitted revised plans this month. The submission was not complete, and a letter was issued.

• • Year-to-Date Operating and Debt Expenses for Fiscal Year 2023 through January 31st totaled $5,652,305 which is 60% of the annual budget.
• • Overtime for the month of January was $17,825 which is 12% of the annual budget. This amount reflects $4,500 that was expended for required twenty four (24) hour coverage on New Year’s weekend at the Water Street repair, and Water Street related issues at the Plant. FY2023 Year-to-Date overtime is $91,720 which is 64% of the annual budget. Year-to-date savings in “Sewer Department Salaries’ line item is $31,305 which is helping to offset the Facility’s overtime expenses. In comparison with the same time last Fiscal Year, we have spent $15,404 less on overtime this year versus last year.
• • Year-to-Date Sludge Removal costs through January 31st totaled $483,773 which is 73% of the annual budget. The Facility was able to offload at Synagro only six (6) times in January requiring the rest to be offloaded at Resource Recovery. Year-to-Date increased expense of $82,173 versus what the Facility would have spent if we had not been required to offload sludge at Resource Recovery this Fiscal Year.
• • Fiscal Year 2023 Sewer Usage and Industrial collections through January 31st totaled $5,725,892 which is 70% of the total billed.
• • Fiscal Year 2023 Sewer Assessment collections through January 31st totaled $245,595 which is 99% of the total billed.
• • Inter-Municipal Bond invoices were mailed to participating communities for our March bond payment.
• • Cash and Investments through January 31st totaled $3,281,931.
• Bid Award for Plant Chemicals (SC2023-02)

• Contract Extension for Polymer (SC2023-03)
Resolution SC2023-03 was moved by Council Vice-President Williamson and seconded by Councilman Messier. All in favor, none opposed and approved.
• Purchase of Scrubbing Packet Media (SC2023-04)
Resolution SC2023-04 was moved by Council Vice-President Williamson and seconded by Councilman Messier. All in favor, none opposed and approved.
• Authorization to Seek Funding (SC2023-05)
Resolution SC2023-05 was moved by Council Vice-President Williamson and seconded by Councilman Messier. All in favor, none opposed and approved.

• No public comment

A motion to adjourn was made by Council Vice-President Williamson and seconded by Councilman Messier. All in favor, none opposed and unanimously voted to accept. Adjourned at 6:24 p.m.
