        Mr.  Corrente  informed  the Council Superintendent Chapdelaine was at the Plant and will  not be joining us this evening.

 

F.         Minutes of previous meeting Video

 

SC2022-36:

 

RESOLVED, that the minutes of the November 15th, 2022 Town Council meeting, acting as the Sewer Commission, is hereby accepted.

 

Resolution SC2022-36 was moved by Council Vice President Williamson and seconded  by Councilman Messier.  All in favor, none opposed  and unanimously voted to accept

 

G.        Reports

 

G-1:     Superintendent's Report - December  2022 Video

 

·        Average daily flow was 7.0 mgd with a maximum of 18.61  mgd and a minimum of 1.3 mgd.

·        CBOD removal was 98% at 2.0 mg/I.

·        TSS removal was 98% at 2.6 mg/I.

·        Total Phosphorus was 0.63 mg/I.

 

·        Sludge to Synagro was 2...6,.,8., tons. Sludge to the Landfill was 310 tons. Total Sludge 578 tons.

·        There were two (2) public line backups on:

·        Riverdale Avenue

·        Shortway Drive

 

·        There were four (4) private line block up on:

·        Robert Street (2)

·        Crossbow Lane

·        Legris Avenue

 

 

·        There was one (1) odor complaint:

1.         Near Coventry/West Warwick Line

 

·        Assistant Superintendent Hoak stated the caller did not provide a name or address. Due to the location we don't believe the odor was coming from our facility.

 

 

·        There were no facility violations.

 

·        Mr. Geremia updated the Council regarding the Water Street repair and estimated the cost will be between 400 - 500 thousand dollars.

 

 

G-2:     Industrial Pretreatment Program - December 2022 Video

 

Significant Industrial Users

 

·        Rhodes Pharmaceuticals reported the final closure of the research facility at 500 Washington Street., Coventry. The Pharmaron  research facility will remain at that address.

 

·        This month, The Pharmaron (498 Washington St.), issued a self-monitoring report which only included flows, since there was no process discharge. The company is attempting  to bring new products to the facility but expects little production in the coming year.

·        The annual inspection was completed at lmmunex Rhode Island  (Amgen). The facility was found to be in very good condition. Some management changes have taken place since the last inspection. The product mix for next year was discussed.

 

·        Amtrol reported that the permit for oil and grease was exceeded for one day in December.  The company will re-test and file a complete  report next month.

 

Food Service

 

·        Moses Management,  LLC (d/b/a  Harris Bar & Grill) - 666 Main St., Coventry

·        Truffle Fry,  Inc. - 446 Tiogue Ave., Coventry

·        Both permits reflect a change in ownership.

·        Farm to Sandwich  (1143 Main St., West Warwick) was inspected for a new permit. The facility had installed a passive trap without approval.  The unit will be replaced with an automatic grease recovery device.

 

Other - New Connections

 

·        Neon Market {1149 Division St., Warwick) began construction this month.

·        Lil' Rhody Storage (62 East Main St., West Warwick) was inspected for a new permit. The facility had installed a passive trap without approval. The unit will be replaced with an automatic grease recovery device.

 

Plan Reviews

 

·        Mega Providence Street,  Inc.  (53 Providence St., West Warwick,  RI) submitted an application for "The Lounge". The submission  did not include plans, the application was not complete, and a letter was issued detailing the requirements.

 

G-3:  Financial Report - December 2022 Video

 

·        Year-to-Date Operating and Debt Expenses for Fiscal Year 2023 through December  31st totaled $5,253,462 which is 56% of the annual budget. This amount  reflects our September  bond payment of $2,570,817 and $2,682,645   for  operational  expenses  which  represents  40%  of  the  Operating  Expenses  portion  of  the approved budget.

 

·        Overtime for the month  of December was $13,564 which is 9% of the annual budget.  FY2023 Year-to-Date overtime   is  $73,895  which  is  51 %  of the  annual  budget. Year-to-date  savings  in   "Sewer  Department Salaries' line item  is $26,988 which is helping to offset the Facility's overtime expenses.           In comparison with the same time last Fiscal Year we have spent $18,000 less on overtime this year.

 

·        Year-to-Date Sludge  Removal costs through  December  31st  totaled  $395,228  which  is  59% of the  annual budget. Year-to-Date increased expense of $59,078 versus what the Facility would have spent if we had not been required to offload sludge at Resource Recovery this Fiscal Year.

 

·        Mr. Hoak updated the Commission regarding ongoing issues at the Woonsocket Treatment Facility.

 

·        Fiscal Year 2023 Sewer Usage and Industrial collections through December 31st totaled $4,784,019 which is 53% of the total billed.

 

·        Fiscal Year 2023 Sewer Assessment collections through December 31st  totaled $225,252  which is  91 % of the total billed.

 

·        Year-to-Date miscellaneous revenue sources such as permit  fees,  commercial application  fee,  discharge violations,  etc.,  through  December  31st totaled $116,812. Inter-Municipal  Bond  Payment billing  through December 31st totaled $714,466.

 

·        Pump Station Annual  Inspection fee  invoices were mailed for twenty-two (22)  private  pump stations.

Twelve (12) invoices totaling  $13,000 have been paid.

 

·        Year-to-Date total revenue collections $5,628,297 versus $5,253,462  in expenses.

 

·        Council Vice-President Williamson reminded everyone Water Street is a huge expense that is not budgeted for and could costs  upwards  of a half million  dollars  and sludge  removal  issues  with  Synagro  have added expenses this month.

 

·        Cash and Investments through December 31st totaled $3,273,625
