·Council President Gosselin mentioned Councilman Licciardi was absent due to a family emergency.
RESOLVED, that the minutes of the April 25, 2023 Town Council meeting, acting as the Sewer Commission, is hereby accepted.
Resolution SC2023-10 was moved by Council Vice President Williamson and seconded by Councilman Bourget. All in favor, none opposed (3 – 0) voted to accept.
RESOLVED, that the minutes of the April 25, 2023 FY24 Public Hearing, Town Council acting as the Sewer Commission, is hereby accepted.
Resolution SC2023-11 was moved by Council Vice President Williamson and seconded by Councilman Bourget. All in favor, none opposed (3 – 0) voted to accept.
RESOLVED, that the minutes of the May 2, 2023 FY24 #2 Public Hearing, Town Council acting as the Sewer Commission, is hereby accepted.
Resolution SC2023-12 was moved by Council Vice President Williamson and seconded by Councilman Bourget. All in favor, none opposed (3 – 0) voted to accept.
· Council President Gosselin said for the record. Mr. Knott added that he spoke to the Superintendent and as a result from a medical treatment he was receiving he is excusing Superintendent Chapdelaine from the meeting tonight and the Assistant Superintendent will provide the report.
· Average daily flow was 5.4 mgd with a maximum of 12.3 mgd and a minimum of 3.0 mgd.
· CBOD removal was 98% at 2.4 mg/l.
· TSS removal was 98.1% at 2.5 mg/l.
· Total Phosphorus was 0.06 mg/l.
· Sludge to Synagro was 443 tons. Sludge to the Landfill was 134 tons. Total Sludge 577 tons.
· There was zero (0) public line block ups.
· There was three (3) private line block ups on:
1. Providence Street
2. Setian Lane
3. Maple Avenue
· There was zero (0) odor complaints Street.
· There was zero (0) Facility Violations.
· Council Vice President Williamson asked Assistant Superintendent Hoak if the tons to the Landfill is getting better and how are we doing this month. Assistant Superintendent Hoak replies that we are doing good and we are all in Synagro this month, and are back in order.
· Councilman Bourget asked Assistant Superintendent Hoak if there are any backups or odor complaints in his ward, could he please have an email sent to him so if people contact him he knows what is going on. Assistant Superintendent Hoak said absolutely.
Report was not presented.
· Year-to-Date Operating and Debt Expenses for Fiscal Year 2023 through May 31st totaled $8,620,812 which is 92% of the annual budget.
· Overtime for the month of May was $12,570 which is 9% of the annual budget. FY2023 Year-to-Date overtime is $144,921 which is 100% of the annual budget. Year-to-date savings in “Sewer Department Salaries” line item is $52,498 which is helping to offset the Facility’s overtime expenses. In comparison with the same time last Fiscal Year, we have spent $13,881 less on overtime this year versus last year.
· Year-to-Date Sludge Removal costs through May 31st totaled $760,917 which is 114% of the annual budget. Year-to-Date increased expense of $130,238 versus what the Facility would have spent if we had not been required to offload sludge at Resource Recovery this Fiscal Year.
· Fiscal Year 2023 Sewer Usage and Industrial collections through the end of May totaled $7,583,775 which is 92% of the total billed.
· Fiscal Year 2023 Sewer Assessment collections through the end of May totaled $291,762 which is 117% of the total billed.
· Cash and Investments through the end of April totaled $3,308,370*
*May Cash and Investments were not yet available from the bank.
· Council President Gosselin asked Mr. Corrente if we are going to go over the budget in overtime for the year, because we still have the month of June. Mr. Corrente said we are going to go over a little bit for the year, but that savings in Sewer Department salaries will more than offset what we’re going to spend in overtime.
Resolution SC2023-13 was moved by Council Vice-President Williamson and seconded by Councilman Bourget. All in favor, none opposed (3 - 0) voted to accept.
·Council President Gosselin thanked Mr. Helwig for his 27 years of service.
·Resident of West Warwick Mr. Palazzo states school end on Friday. Council President Gosselin mentioned the new project at the Station Memorial site did get done first, and that the project he is referring to is almost done. He also mentions condos that are going up off Division Road, he questions if they are going to tie into the West Warwick Sewer System via Coventry, can we handle the flow.
·Mr. Geremia said the Town of Coventry is using less than their compacity, and has the right to sell that reserve compacity to another participant within the sewer district. He also mentions as long as they don’t exceed over the compacity they purchased it should be fine, but he hasn’t seen the plans for the Condos.
A motion to adjourn was made by Councilman Messier and seconded by Council Vice President Williamson. All in favor, none opposed (4 - 0) voted to accept. Adjourned at 6:19 p.m.
