A.              Meeting called to order at 6:02 p.m. by Town Council President Gosselin. Video

F.               Minutes of previous meeting SC2023-21 Video

RESOLVED, that the minutes of the October 17, 2023 Town Council meeting, acting as the Sewer Commission, is hereby accepted.

 

Resolution SC2023-19 was moved by Council Vice President Williamson and seconded by Councilman Licciardi.  All in favor, none opposed (3 – 0) voted to accept.

 

G.              Reports

 

G-1:  Superintendent’s Report – September 2023 Video

 

·   Average daily flow was 5.3 mgd with a maximum of 9.4 mgd and a minimum of 2.3 mgd.

·   CBOD removal was 98% at 2.0 mg/l. 

·   TSS removal was 98% at 2.7 mg/l.

·   Total Phosphorus was 0.07 mg/l. 

 

·   Sludge to Synagro was 367 tons. Sludge to the Landfill was 141 tons. Total Sludge 508 tons.

 

  

·   There was zero in the public lines.

 

·   There was six (6) private line block ups.

·    There was eleven (11) odor complaints.

Councilman Licciardi asked Mr. Chapdelaine if we have found out anything regarding the odor complains. Mr. Chapdelaine said we are still in the process of the odor study and recording extra information when odor complaints come in. Councilman Vice President Williamson explained we are trying to track windspeed and wind direction

 

Council Vice President Williamson asked about going to the landfill. Mr. Chapdelaine said they had other issues and where down for a couple of weeks and we are going to them again now.

                                     

 

G-2      Industrial Pretreatment Program – August 2023 Video

 

           

Significant Industrial Users

 

·        This month Pharmaron (498 Washington St.), Amtrol, Warwick Ice Cream, Bradford Soap,  Immunex (Amgen) submitted Self-Monitoring Reports. All reports were within the permits except for Amtrol.

 

·        The results of Amtrol indicated the facility exceeded the permit limit for Biological Oxygen Demand (BOD). A Notice of Violation was issued requiring the company to re-test for the parameter of BOD and file a Self-Monitoring Report.

·        The annual inspection was conducted for Warwick Ice Cream this month. The results showed the facility exceeded the pH limit on two of the four tests and the oil & grease exceeded the permit limit. A Notice of Violation was issued requiring the company to re-test for two (2) days in October for the parameters of O&G and pH. In addition, Warwick Ice Cream must file a report as to the cause of the exceedances and actions to prevent future violations.

 

 

Food Service Inspections

 

            Gel’s Kitchen, Inc. - 1745 Main Street, West Warwick

Fresh Homemade Donuts - 1745 Main Street, West Warwick

Pop on The Block - 1 Cowesett Ave West Warwick

Boomerangs - 293 Providence St, West Warwick

On the Rochs - 1595 Centerville Rd Warwick

Crompton Vets - 37 Heburn St. West Warwick

D. D. E. Foods, LLC (d/b/a Kentucky Fried Chicken) - 305 Quaker Lane, West Warwick

 

These facilities were found to be generally in compliance with the exception of Boomerangs

recovery device was not functional due to a broken part. The unit was repaired after our visit and is now functioning.

 

On the Rochs has closed.

 

Fresh Homemade Donuts changed ownership without notice. The Program visited the site to inform the new owner of the requirements. As of the end of the month, the applications have not been received.

Gel’s Kitchen, Inc. 1745 Main Street, West Warwick

Milas Taqueria LLC (d/b/a Caliente Mexican Grill),289 Cowesett Ave. #7 & #8, West Warwick

 

 

Laundry/Drycleaners

 

The Program received a notification of a business license change in ownership for Dry Clean New City, LLC located at 1745 Main St., West Warwick. The site was visited to provide the operator with the required forms. The inspection showed new machines had been added. As of the end of the month, the business has not submitted applications or plans.

 

 

Other - Connections

 

Scrub-a-Dub - 2305 New London, Coventry continued construction this month.

Freeway Car Wash - 265 Cowesett Ave., West Warwick continued construction this month.

Kent County Water Authority - 35 Technology Way, West Greenwich began construction this month

Quality Beef began construction this month.

 

             Plan Reviews

 

Revised plans and applications were submitted for 989 Centerville Road, Warwick (formerly TGI Fridays). The facility will be divided into two tenant units. The revised plans were only for Shake Shack. The Program spoke to the Engineer for the project to correct the remaining deficiencies. A final plan is expected next month.

 

Recinos, LLC (d/b/a California Taco),1030 Tlogue Ave, Coventry) submitted application and plans this month. The submission generally met the requirements, and a letter was issued.

 

G-3:  Financial Report Video

 

 

·        Year-to-Date Operating and Debt Expenses for Fiscal Year 2024 through October 31 totaled $4,754,832 which is 48% of the annual budget.

 

·        Overtime for the month of October was $9,330 which is 6% of the annual budget. FY2024 Year-To-Date overtime is $49,167 which is 34% of the annual budget. Year-to-date savings for salaries is $13,285 which is helping to offset the Facility’s overtime expenses .

 

·        Sludge Removal costs through the end of October totaled $245,547 which is 33% of the annual budget.

 

·        Fiscal Year 2024 Sewer Usage and Industrial collections through the end September totaled $4,169,009 which is 52% of the total billed.  

 

·        Fiscal Year 2024 Sewer Assessment collections through the end of September totaled $211,370 which is 83% of the total billed.

 

·        Private Pump Station bills were mailed in October with a due date of November 30.

 

·        Cash and Investments through the end of October totaled $3,368,786.

           

 

H.              Resolutions

 

1.     Bid Award – Anti-Corrosion Metabolic Stimulant for Odor Control (SC2023-22)  Video

 

Resolution SC2023-22 was moved by Council Vice-President Williamson and seconded by Councilman Messier. All in favor, none opposed (4-0) voted to accept.

 

Councilman Licciardi had a few questions on if this we should continue with this or wait until the odor study is completed. Mr. Geremia explained that this is part of DEM recommendation..

 

2.     Sewer Use Appeals Abatement (SC2023-23) Video

 

Resolution SC2023-23 was moved by Council Vice-President Williamson and seconded by Councilman Messier. All in favor, none opposed (4-0)

 

3.      Centre of New England (SC2023-24) Video

 

Resolution SC2023-24 was moved by Council Vice-President Williamson and seconds by Councilman Messier. All in Favor, none opposed (4-0)

 

Mr. Williamson explained the Centre of New England abatement.

 

I.                 Public comment Video

 

Resident Mr. Smith from 24 Douglas Street explained the council about his sewer bill and being charge per unit and only having on pipe for sewer. Council President Gosselin explained how and when it had changed.

Councilman Licciardi explained that there was an increase at budget time this year and could be another reason why his bill has gone up.  Solicitor Williamson said is advice would be to add this to the next agenda so other residents may want to attend the meeting. Council President Gosselin said it would be added to the January Sewer Commission Agenda.

 

 

J.               Adjourn Video

 

A motion to adjourn was made by Councilman Messier and seconded by Council Vice President Williamson.  All in favor, none opposed (4 - 0) voted to accept. Adjourned at 6:34 p.m.
