RESOLVED, that the minutes of the September 19, 2023 Town Council meeting, acting as the Sewer Commission, is hereby accepted.
Resolution SC2023-19 was moved by Council Vice President Williamson and seconded by Councilman Messier. All in favor, none opposed (3 – 0) voted to accept.

· Average daily flow was 4.8 mgd with a maximum of 9.3 mgd and a minimum of 2.1 mgd.
· CBOD removal was 98% at 2.3 mg/l.
· TSS removal was 99% at 2.9 mg/l.
· Total Phosphorus was 0.06 mg/l.
· Sludge to Synagro was 487 tons. Sludge to the Landfill was 0 tons. Total Sludge 487 tons.
· There was one (1) public line block up.

Council President Gosselin ask if there was any update on the Brookfield Pump Station manholes.
Assistant Superintendent Josh Hoak explained that the Chief of Maintenance Tom and himself went out
to that neighborhood and they formulated a plan. They are going to start at the Brookfield Pump Station
and start opening manholes and checking throughout that entire neighborhood. He also mentioned that
the investigation for odor has started to move further out.

Significant Industrial Users
· This month Pharmaron (498 Washington St.), submitted a monthly self-monitoring report. The results were within the permit limits.
· A Notice of Deficiency was issued to lmmunex Rhode Island Corporation, a subsidiary of Amgen, Inc. This notice replaces the Notice of Violation sent in August. The company has again appealed the Notice of Deficiency.

Plan Reviews
Flash Car Wash (795 Centre of New England Boulevard, West Greenwich) submitted a revised plan. The plan did not meet the requirements and a letter was issued.
Custom Iron Works (1500 Flat River Road, Coventry) submitted plans and application this month. The submission generally met the requirements and a letter was issued.
Arctic Mill revised the plans to eliminate the brewery and restaurant and changed the sewer connection. The submission only included the civil plans which do not match the floor plans previously submitted. The engineer was contacted to provide the current floor plans in order to complete the review.
Plans and applications were submitted for 989 Centerville Road, Warwick (formerly TGI Fridays). The facility will be divided into two tenant units. There were three submissions related to this project. The first is Shake Shack. The floor plan had minor issues which needed to be resolved and a letter was issued. The civil plan did not meet the general requirements. The engineer was contacted, and a letter was issued. The submission for the second tenant (Veterinary Emergency Group, LLC) plans did not include enough information for a review. The project coordinator was contacted to provide more information.
A revised plan was submitted for a proposed retail building in Center of New England, West Greenwich
The plans were changed from a liquor store to include three food service facilities. The plans general met the
requirements, however the project needs approval from West Greenwich.

· Year-to-Date Operating and Debt Expenses for Fiscal Year 2024 through September 30 totaled $3,109,372 which is 31% of the annual budget. The Facility paid the first of our two annual bond payments last month with September being the larger of the two payments.
· Overtime for the month of September was $13,570 which is 9% of the annual budget. FY2024 Year-To-Date overtime is $39,837 which is 28% of the annual budget. Year-to-date savings for salaries is $13,074 which is helping to offset the Facility’s overtime expenses.
· Sludge Removal costs through the end of September totaled $186,159 which is 25% of the annual budget.
· Fiscal Year 2024 Sewer Usage and Industrial collections through the end of September totaled $3,094,866 which is 39% of the total billed.
· Fiscal Year 2024 Sewer Assessment collections through the end of September totaled $183,902 which is 75% of the total billed.
· Cash and Investments through the end of September totaled $3,358,014

· Resident of West Warwick Tom Oakes, 6 Colonial Way asked Mr. Geremia if the restaurant and brewery are no longer part of the Mill project. Mr. Geremia agreed and stated the original plans had the restaurant and brewery, he added it was a surprise to him also. Mr. Geremia said original they approved the residential complex first; the lower area plans were with the brewery and restaurant. Then the plans came back with the brewery and restaurant eliminated.
· Tax Assessor Sal Saccoccio did say the value for taxes were separate and it wasn’t one big number .
Mr. Oakes said the brewery and restaurant were the big sell in the project, and wonders what will take up that space. He states there is a lot to look into. And Council Vice President Williamson agreed.

A motion to adjourn was made by Councilman Messier and seconded by Council Vice President Williamson. All in favor, none opposed (3 - 0) voted to accept. Adjourned at 6:19
