RESOLVED, that the minutes of the JUNE 6, 2023 Town Council meeting, acting as the Sewer Commission, is hereby accepted.

 

Resolution SC2023-14 was moved by Council Vice President Williamson and seconded by Councilman Bourget.  All in favor, none opposed (4 – 0) voted to accept.

G-1:  Superintendent’s Report – August 2023 Video

 

·        Average daily flow was 4.6 mgd with a maximum of 12.48 mgd and a minimum of 2.5 mgd.

·        CBOD removal was 99% at 2.1 mg/l. 

·        TSS removal was 98% at 2.6 mg/l.

·        Total Phosphorus was 0.04 mg/l. 

 

·        Sludge to Synagro was 497 tons. Sludge to the Landfill was 108 tons. Total Sludge 605 tons.

 

 

·        There was zero (0) public line block ups.

 

·        There was zero (0) private line block ups.

 

·        There was four (4) odor complaints.

Significant Industrial Users

 

·        This month Pharmaron (498 Washington St.), submitted a monthly self-monitoring report. The results were within the permit limits.

·        Immunex (Amgen) submitted plans for the replacement of the chemical neutralization system. The information was consistent with the requirements and the plans were approved.

A new permit was issued to Aroma Bakery, LLC,1236 Main Street., West Warwick,

 

Summit Medical Compassion Center, Inc. (d/b/a RISE) began operation this month. The facility will produce and sell edibles.

 

Patrona International Restaurant, LLC submitted a new food service application for 943 Main St., West Warwick. The facility was inspected. The grease recovery device was not functioning. The permit has not been issued.

 

Condesa did not change the grease interceptor which was required in a notice of violation in 2022. The company was allowed two extensions and has not attempted to bring the facility into compliance. A Notice of Violation was issued requiring the company to submit a $500.00 administrative penalty and replace the grease recovery device.

 

The Silver Crystal restaurant was closed.

 

Walmart, 650 Centre of New England Blvd. submitted grease interceptor cleaning records. The remainder of the facilities were found to be generally in compliance.

 

Private Wastewater Treatment Facilities

 

National Amusements (Showcase) 1200 Quaker Lane, Warwick completed the line cleaning this month.

East Greenwich Square conducted the maintenance of the private system this month.

Garden Office Park submitted maintenance records for the pump station.

Stop & Shop, 900 Tiogue Ave., Coventry submitted maintenance records for the pump station.

Quaker Valley Mall submitted their maintenance records.

 

Other - Connections

 

Scrub-a Dub 2305 New London, Coventry began construction this month.

 

Plan Reviews

 

Freeway Car Wash, 265 Cowesett Ave., West Warwick, resubmitted plans for the car wash. The plans were generally consistent with the requirements and a letter was issued.

 

Plans and application were submitted for Citi Nail, 2294 Cowesett Ave., West Warwick. The submission was generally consistent with the requirements and a letter was issued.

 

·        Councilman Licciardi asked Mr. Geremia if we are all set with the private pump stations. Mr. Geremia said we are all set, and they have permitted everybody and fees have been issued. They have inspected 5 of the 22 so far. Mr. Geremia also mentions the revenue is more than offsetting the cost of all these services.

 

 

G-3:  Financial Report Video

 

·        Year-to-Date Operating and Debt Expenses for Fiscal Year 2024 through August 31 totaled $1,065,758 which is 11% of the annual budget.

·        Overtime for the month of August was $12,457 which is 9% of the annual budget. FY2024 Year-To-Date overtime is $26,267 which is 18% of the annual budget. Year-to-date savings for salaries is $11,214 which is helping to offset the Facility’s overtime expenses.

·        Sludge Removal costs through the end of August totaled $130,212 which is 19% of the annual budget. Annual CPI Adjustment to our rate with Synagro is 2.8% which is less than 7% that was budgeted. New rate is $104.02 per Wet Ton.

·        Fiscal Year 2024 Sewer Usage and Industrial collections through the end of August totaled $2,747,313 which is 34% of the total billed.

·        Fiscal Year 2024 Sewer Assessment collections through the end of August totaled $156,124 which is 61% of the total billed.

 

·        2,482 Sewer Usage Delinquent Notices totaling $839,104 were mailed. We did not mail delinquent notices for Assessment due to these bills being mailed late and having a First Quarter due date of August 15.

 

·        Cash and Investments through the end of August totaled $3,347,910

 

 

H.              Resolutions

 

1.      Exercise of Option for Contract Extension Pretreatment Services and Sewer System Analysis  (SC2023-15)  Video

 

Resolution SC2023-15 was moved by Council Vice-President Williamson and seconded by Councilman Messier. All in favor, none opposed (5 - 0) voted to accept.

 

2.      Change Order No. 1 To Resolution SC2022-09 – Furnishing and Installing of Primary Clarifiers (SC2023-16)  Video

 

Resolution SC2023-16 was moved by Council Vice-President Williamson and seconded by Councilman Messier. All in favor, none opposed (5 - 0) voted to accept.

 

3.      Change Order No.1 To Resolution SC2022-35 Odor Control Study (SC2023-17)  Video

 

Resolution SC2023-17 was moved by Council Vice-President Williamson and seconded by Councilman Messier. All in favor, none opposed (5 - 0) voted to accept.

 

4.      Amendment To Resolution SC2022-09 Bid Award For Primary Clarifier Project (SC2023-18)  Video

 

Resolution SC2023-18 was moved by Council Vice-President Williamson and seconded by Councilman Messier. All in favor, none opposed (5 - 0) voted to accept.

 

I.                 Public Comment Video

 

·        Resident of West Warwick Bill of Janet Drive asked if there was any reason why over this past summer the plant had more of an odor. Vice President Williamson said that is why we are doing the study. Council President Gosselin and Vice President Williamson both mentioned a few reasons why we may have had extra odors this past summer.

 

Mr. Corrente added an update regarding the low-income program through West Bay, and thanked West Bay for doing an extra outreach at their expense to try and get more household to participate.

A motion to adjourn was made by Councilman Messier and seconded by Council Vice President Williamson.  All in favor, none opposed (5 - 0) voted to accept. Adjourned at 6:25 p.m.
