SC2024-09

RESOLVED, that the minutes of the March 19, 2024 Town Council meeting, acting as the Sewer Commission, is hereby accepted.

 

Resolution SC2024-09 was moved by Council Vice President Williamson and seconded by Councilman Messier.  All in favor, none opposed (5 – 0) voted to accept.

 

 

SC2024-10

RESOLVED, that the minutes of the April 9, 2024  FY25 Budget Workshop, Town Council acting as the Sewer Commission, is hereby accepted.

 

Resolution SC2024-10 was moved by Council Vice President Williamson and seconded by Councilman Messier.  All in favor, none opposed (5 – 0) voted to accept.

 

G.              Reports

 

G-1:  Superintendent’s Report – March 2024 Video

 

·   Average daily flow was 10.7 mgd with a maximum of 18.7 mgd and a minimum of 5 mgd.

·   CBOD removal was 93% at 4.4 mg/l. 

·   TSS removal was 96% at 3 mg/l.

·   Total Phosphorus was 0.51 mg/l. 

 

·   Sludge to Synagro was 400 tons. Sludge to Landfill was 200 tons. Total Sludge 600 tons.

 

·   There was one (1) public line block ups.

Significant Industrial Users

 

This month Pharmaron (498 Washington St.) submitted their monthly self-monitoring report. All of the results were within the permit limits.

 

Private Wastewater Treatment Facilities

 

The force main for 1200 Quaker Lane (Showcase) was found to be leaking. The private system Owner was called and the pump station was shut down. The owner arranged for a contractor to excavate the area and make the necessary sewer repairs. The line appears to be leaking under RT 2. The PWWTF owner contacted a company that lines sewer pipes to evaluate the conditions. Until the repairs can be made a pump truck will be used to haul the wastewater off-site. The repairs are expected to take several weeks.

 

The Program visited Clyde Woods PWWTF regarding the Notice of Violation issued February 8, 2024. The owner did not complete the required tasks. A second Notice of Violation was issued which allowed more time for the tasks to be completed. The cleaning and O&M manual are due April 15, 2024.

 

Mr. Geremia added he has several conversations with the owner and they have a commitment date of May 4th to have the line cleaned. They are also in the process of notations with an Engineer to develop an O&M manual. Mr. Geremia will give them a week to complete the contract with a time line to complete the O&M manual.

 

Councilman Licciardi reviewed the annual steps the Private Pump Stations take. His concern is why has it taken 4 years to complete.

 

Council President Gosselin said he had a talk with Mr. Chapdelaine regarding this process. Mr. Chapdelaine did explained that Engineers actually need to get involved and it can be costly, along with some of these pump stations being over 40 years old. Council Vice President Williamson explained that in the past few months Mr. Geremia has been doing what is needed to be done to have the O&M manuals completed.

Plan Reviews

 

Pranzi Rental and Event Planning Center,1 Bridal Ave, West Warwick submitted a plan to modify the existing system to allow for greater flow. The plan was generally consistent with the requirements and a letter was issued.

 

Other - Connections

 

Proposed Retail - 87 Centre of New England Blvd., West Greenwich continued construction.

 

Kent County Water Authority - 35 Technology Way, West Greenwich continued construction.

 

989 Centerville Road (Shake Shack) completed construction this month.

 

Boston Scientific 8 Industrial Lane, Coventry began construction this month.

 

Quality Foods - 40 Keys Way, West Warwick complete construction and is expected to start production next month.

 

 

G-3:  Financial Report Video

 

·        Year-to-Date Operating and Debt Expenses for Fiscal Year 2024 through the end of March totaled $7,288,799 which is 73% of the annual budget.

·        Overtime for the month of March was $9,742 which is 7% of the annual budget. FY2024 Year-To-Date overtime is $125,839 which is 87% of the annual budget. Year-to-date savings for salaries is $48,458 which is helping to offset the Facility’s overtime expenses.

·        Personnel related expenses (salaries, overtime, higher classification pay, etc.) for the first nine (9) months of the Fiscal Year should be 75% of the approved budget and the Facility has expended 70% of the budget.

·        Sludge Removal costs through the end of March totaled $597,479 which is 80% of the annual budget.

·        Fiscal Year 2024 Sewer Usage and Industrial collections through the end of March totaled $6,318,923 which is 79% of the total billed.

·        Prior year Sewer Usage collections through the end of March totaled $606,396 of which $126,440 is penalty interest.

 

·        Fiscal Year 2024 Sewer Assessment collections through the end of March totaled $288,804 which is 113% of the total billed. Collections continue to remain high due to customers paying down the balance of their sewer assessment.

 

·        Cash and Investments through the end of March totaled $3,788,860

 

H.              New Business

 

1.     Clyde Woods Private Pump Station Video

 

Councilman Dennison asked for this to be on the agenda to get some past information on this Private Pump Station.

 

Mr. Geremia went over the ordinance that is in place for Private Pump Stations, and explained that in the past they have extended time lines for others. There was a lengthy conversation regard Private Pump Stations and getting the information that is need for at a critical moment. Discussion went back and forth and agreed upon that everyone should be treated the same with equal time extensions. Mr. Geremia said he will do whatever the commission decides to do regarding fines.
