SC2024-15

RESOLVED, that the minutes of the May 7, 2024 WWTF FY25 Public Hearing #2, Town Council acting as the Sewer Commission, is hereby accepted.

 

Resolution SC2024-15 was moved by Council Vice President Williamson and seconded by Councilman Dennison.  All in favor, none opposed (4 – 0) voted to accept.

 

       

SC2024-16

 

RESOLVED, that the minutes of the May 7, 2024 Town Council acting as the Sewer Commission, is hereby accepted.

 

Resolution SC2024-16 was moved by Council Vice President Williamson and seconded by Councilman Dennison.  All in favor, none opposed (4 – 0) voted to accept.

 

 

G.         Reports

 

G-1:  Superintendent’s Report – May 2024 Video

 

   Average daily flow was 7.4 mgd with a maximum of 16.7 mgd and a minimum of 1 mgd.

   CBOD removal was 98% at 2 mg/l. 

   TSS removal was 98% at 2.8 mg/l.

   Total Phosphorus was 0.07 mg/l.

 

   Sludge to Synagro was 171 tons. Sludge to Landfill was 466 tons. Total Sludge 637 tons.

 

 

   There was three (3) public line block up.

1.      Providence Street

2.      Shippee Avenue (2)

 

   There was six (6) private line block ups.

1.      Vincenzo Drive (3)

2.      Bayview Drive (2)

3.      Payan Street

 

    There was zero (0) Odor complaint.

 

    There was zero (0) Facility Violations.

 

Superintendent Chapdelaine also mentioned that the Water Street repair is completed. They did put three (3) manholes in, and all the equipment should be cleared out of the area by the end of this week. The public will have normal access after this week.

 

Councilman Licciardi asked what would happen if the Landfill was not able to take our load. Superintendent Chapdelaine said we may have to hold it at our facility, and it is possible that both places could reject the loads. He let the council know he is looking into other options incase this should ever happen and will inform the council of any findings.

Significant Industrial Users

 

 

This month Pharmaron (498 Washington St.), submitted their Monthly Self-Monitoring Report and Amtrol’s re-testing results as required by the Notice of Violation for March. Both Users’ results were within the permit limits.

 

Annual inspections were completed this month for Pharmaron (498 Washington St.) and Pharmaron RTC (500 Washington St.). The main facility (498 Washington St.) will be returning to product by the end of the year in a limited capacity. The RTC has been increasing their research and development capacity and has installed new equipment to continue expanding their capabilities. Both facilities are well maintained and organized.

 

Private Wastewater Treatment Facilities

 

Showcase continues to truck their waste off-site while they repair the force main.

 

Briarwood Meadows Condo Association submitted a contact list and continues to work on the completed O&M.

 

Neon Market completed the cleaning of their section of the East Greenwich Square PWWTF.

 

 Marketplace (Wolohoojian) Center completed the bi-annual maintenance this month. Generally, the system was in good condition. The PWWTF also submitted and updated O&M.

 

 

Food Service Inspections

 

Playa Bowl (1000 Division St., E. Greenwich) - This facility was generally in compliance.

 

Food Service Permits

 

Mama Ty's Kitchen (289 Cowesett Ave., West Warwick) was issued a new permit.

 

Rock Donuts, Inc. (d/b/a Dunkin') - 1239 Quaker Lane, Warwick was issued a renewal permit.

 

M & R Facilities

 

Scrub-A-Dub Auto Wash Centers, Inc. - 2305 New London Turnpike, Coventry began operation this month. A permit was issued.

 

 

Plan Review

 

Caspiann, LLC (d/b/a Caspian Pizza) - 24 Quaker Lane, Warwick submitted plans and applications this month. A comment letter was issued.

 

Plans and application were submitted for 699 Bald Hill Road, Warwick. The project involves converting an existing donut shop to a phone store. The submission was generally consistent with the requirements and a letter was issued.

 

Plans and application were received for 55 Industrial Lane, West Warwick. The plans were not consistent with the requirements and a letter was issued with a Compliance Schedule.

 

Other -  Connections

 

Iglesia De Cristo Casa De Jublio (1470 Main Street, West Warwick) completed construction this month.

 

Proposed Retail - 87 Centre of New England Blvd., West Greenwich continued construction.

 

Kent County Water Authority - 35 Technology Way, West Greenwich continued construction.

 

989 Centerville (formerly Friday’s) continued construction this month.

 

282 Pulaski Street began construction this month.

 

 

Vice President Williamson asked if the showcase goes to the landfill, Mr. Jeremia said no it’s a liquid waste, and probably go to Cranston

 

 

G-3:     Financial Report Video

 

·        Year-to-Date Operating and Debt Expenses for Fiscal Year 2024 through the end of May totaled $9,763,625 which is 98% of the annual budget.

·        Overtime for the month of May was $10,352 which is 7% of the annual budget. FY2024 Year-To-Date overtime is $150,937 which is 105% of the annual budget. Year-to-date savings for salaries is $61,306 which is helping to offset the Facility’s overtime expenses.

·        Actual versus Projected Personnel related expenses (salaries, overtime, higher classification pay, etc.) through the end of May are 85% of the approved budget versus 92% projected.

·        Sludge Removal costs through the end of May totaled $772,576 which is 104% of the annual budget.

·        Fiscal Year 2024 Sewer Usage and Industrial collections through the end of April totaled $7,466,115 which is 92% of the total billed.

·        Prior year Sewer Usage collections through the end of May totaled $703,302 of which $142,164 is penalty interest.

·        Fiscal Year 2024 Sewer Assessment collections through the end of May totaled $327,666 which is 129% of the total billed.

·        Cash and Investments through the end of May totaled $3,813,164

·        Councilman Licciardi asked Mr. Corrente if he knew when the new bill will coming out. Mr. Corrente said the are waiting to see the samples from the printer, and his goal is to get them in the mail by June 28, 2024, but he has not received the samples yet from the printing company.

 

H.         Resolutions

 

1.     Contract Award – Uniform, Towel & Rug Rental  SC2024-17 Video

 

Resolution SC2024-17 was moved by Council Vice-President Williamson and seconded by Councilman Licciardi. All in favor, none opposed (4-0) voted to accept.

 

 

2.     Purchase of all Weather Refrigerated Samplers SC2024-18 Video

 

Mr. Corrente asked President Gosselin for the council to not act on this Resolution tonight, and then asked  the Superintendent to provide a little more detail as to why. Superintendent Chapdelaine explained that  due to the time frame of this, he was not able to get more than one reference and he would like to check one or two more references before moving forward with the purchase of these samplers. The council agreed to take no action.

 

           

 

I.            Old Business

 

Private Pump Station Video

 

Mr. Geremia said they are working with four (4) outstanding pump stations to get an O&M Manual from. Forehand Properties is requesting a time extension, their engineer contacted them stating they needed additional time. Mr. Geremia will be giving them a completion date of Aug 16, 2024. He also received minimal information from Eagles Nest and Briarwood Condominiums more of just a contact list. They will be receiving a letter that the information does not meet the conditions of an O&M Manual with a due date of August 16, 2024 to finish it. West Natick Road LLC (Extended stay America), are not the owners or the manager of that pump station. Superintendent Chapdelaine followed up with a letter with an extension to the completion date to the end of June 2024. Mr. Geremia said if they do ask for an extension, they will be giving a date of August 16, 2024 also. Mr. Geremia believes they are making good progress, and everything is moving in the right directions.

 

President Councilman clarified the dates again with Mr. Geremia.

 

Councilman Dennison asked if they have everything they need, Mr. Geremia said he sent them an outline of everything that needs to be completed. Councilman Dennison said is this a normal time frame to take 5 to 6 months. Mr. Geremia said in some cases yes, and some are slower at getting it done.
