RESOLVED, that the minutes of the February 27, 2024 Town Council meeting, acting as the Sewer Commission, is hereby accepted.
Resolution SC2024-05 was moved by Council Vice President Williamson and seconded by Councilman Messier. All in favor, none opposed (5 – 0) voted to accept.

Superintendent report was presented by Assistant Superintendent Mr. Hoak.
· Average daily flow was 6.8 mgd with a maximum of 14.1 mgd and a minimum of 3.4 mgd.
· CBOD removal was 98% at 2.1 mg/l.
· TSS removal was 97% at 2.8 mg/l.
· Total Phosphorus was 0.09 mg/l.
· Sludge to Synagro was 476 tons. Sludge to Landfill was 13 tons. Total Sludge 489 tons.
· There was zero (0) public line block ups.
· There was four (4) private line block ups.

· There was one (1) Odor complaint.
1. Main Street – Overflowing dumpster in the area.
· There was zero (0) Facility Violations.
· Mr. Hoak stated the inverted siphon that broke at Bradford Soap was repaired.
· Council Vice President Williamson asked if we had a final cost. Mr. Hoak replied not yet.
· This month Pharmaron (498 Washington St.) submitted their monthly self-monitoring report. All of the results were within the permit limits.
· Immunex Rhodes Island (Amgen) provided notification of the new neutralization system installation. The system will serve as a secondary backup for the primary neutralization system. The system was tested and the CO2 system was returned to service as the primary neutralization.
Private Wastewater Treatment Facilities
· A Notice of Violation was sent to the owner of the Clyde Woods Private Wastewater Treatment Facility. The owner was required to completely clean the system by March 15, 2024 and submit an approvable Operations and Maintenance (O&M) Manual by April 15, 2024.
· Mr. Geremia said the owner did ask for a 30-day extension to secure bids, and he was granted the extension.
· Councilman Licciardi questioned who is responsible for private lines and also if every private wastewater treatment facility has an Operations and Maintenance Manual. Councilman Dennison asked why we are still waiting for this, and who would be responsible for damages to other properties, the Town or the Owner. Mr. Geremia said they do not have an Operations and Maintenance Manual completed for every Private Pump station. As far as who is responsible for damages to other properties we would have to ask Mr. Williamson as a legal questions.

Blackstone Herbs and Coffee Bar I, Inc. did not have records of the cleanings. The Property Owner is responsible for the service. A Notice of Violation was issued and the property owner arranged for the unit to be cleaned.
Meal Works did not have grease pumping slip. The property owner is Cumberland Farms. The Program contacted the representative of the company and they sent the cleaning slip. The contractor had stopped cleaning the Metal Works interceptor. They were contacted and put on a regular schedule.

Maintenance and Repair Facilities:
A new permit was issued for Freeway Car Wash. The facility began operation on or about January 1, 2024 without notifying the Program. The Program issued a permit for the facility on February 12, 2024.
An appeal of the permit conditions was filed on February 23, 2024. As of the end of the month, the company has not provided flow data for January. A comment letter was issued February 27, 2024.
Plan Reviews
Galaviz Auto Repair and Tires, LLC,13 Pleasant St., West Warwick submitted plans and application for a maintenance and repair facility. The plans were generally consistent with the requirements. Due to the weather, the owner requested and was granted Consent Agreement to allow time to complete the underground work.
Plans and application were received for Citizens Financial Group, Inc. (d/b/a Citizens Bank), 738 Tiogue Avenue, Coventry. The submission is generally consistent with the West Warwick requirements and a letter was issued.
Other - Connections
Proposed Retail - 87 Centre of New England Blvd., West Greenwich continued construction.
Artic Mill began construction this month.
Kent County Water Authority - 35 Technology Way, West Greenwich continued construction this month.
989 Centerville Road (Shake Shack) continued construction this month.
Financial report was presented by Superintendent Mr. Chapdelaine.
Year-to-Date Operating and Debt Expenses for Fiscal Year 2024 through the end of February totaled $6,821,325 which is 68% of the annual budget.
· Overtime for the month of February was $11,640 which is 8% of the annual budget. FY2024 Year-To-Date overtime is $116,097 which is 81% of the annual budget. Year-to-date savings for salaries is $41,875 which is helping to offset the Facility’s overtime expenses.
· Personnel related expenses (salaries, overtime, higher classification pay, etc.) for the first eight (8) months of the Fiscal Year should be 66.66% of the approved budget and the Facility has expended 65% of the budget.
· Sludge Removal costs through the end of February totaled $520,147 which is 70% of the annual budget.
· Fiscal Year 2024 Sewer Usage and Industrial collections through the end of February totaled $5,981,993, which is 75% of the total billed.
· Prior year Sewer Usage collections through the end of February totaled $560,292 of which $119,464 is penalty interest.
· Fiscal Year 2024 Sewer Assessment collections through the end of January totaled $280,992 which is 110% of the total billed. Collections continue to remain high due to customers paying down the balance of their sewer assessment.
· Cash and Investments through the end of February totaled $3,776,575

Resolution SC2024-06 was moved by Council Vice-President Williamson and seconded by Councilman Messier. All in favor, none opposed (5-0) voted to accept.
2. Task Order No 2 – Change to Contract 2021-05 (SC2024-07)
Resolution SC2024-07 was moved by Council Vice-President Williamson and seconded by Councilman Messier. All in favor, none opposed (5-0) voted to accept.
Mr. Geremia explained some details on the 3 projects that will be going out for bids or construction.
3. Authorization to Seek Federal Funding (SC2024-08)
Resolution SC2024-08 was moved by Council Vice-President Williamson and seconds by Councilman Messier. All in Favor, none opposed (5-0) voted to accept
Council President Gosselin mentioned Mr. Corrente reached out to him regarding Federal Funding.
Council Vice President Williamson followed up with Federal funding we recently received.

No public comment

A motion to adjourn was made by Councilman Messier and seconded by Council Vice President Williamson. All in favor, none opposed (5 - 0) voted to accept. Adjourned at 6:26 p.m.

Public comment was made by Brian Muoio 132 Rollingwood Drive, North Kingstown RI. Mr. Muoio question was directed to Mr. Geremia regarding when the ordinance to issue violation went into effect, and referring to the Clyde Woods Private Wastewater Treatment Facility. Mr. Geremia stated he was not sure of the date, and insures the lines will be cleaned and make sure the regulations are followed.
A motion to adjourn was made by Councilman Messier and seconded by Councilman Licciardi. All in favor, none opposed (5-0) voted to accept. Adjourned at 6:30 p.m.
