MEETING MINUTES

RESOLVED, that the minutes of the April 23, 2024 Town Council acting as the Sewer Commission, is hereby accepted.
Resolution SC2024-11 was moved by Council Vice President Williamson and seconded by Councilman Messier. All in favor, none opposed (5 – 0) voted to accept.
RESOLVED, that the minutes of the April 23, 2024 WWTF FY25 Public Hearing, Town Council acting as the Sewer Commission, is hereby accepted.
Resolution SC2024-12 was moved by Council Vice President Williamson and seconded by Councilman Messier. All in favor, none opposed (5 – 0) voted to accept.

· Average daily flow was 9 mgd with a maximum of 16.8 mgd and a minimum of 4.3 mgd.
· CBOD removal was 97% at 2 mg/l. (As of April 23rd)
· TSS removal was 97% at 2.5 mg/l.
· Total Phosphorus was 0.074 mg/l. (As of April 21st)
· Sludge to Synagro was 287 tons. Sludge to Landfill was 303 tons. Total Sludge 590 tons.
Councilman Licciardi asked if the Landfill was our only back up place to dump. Mr. Chapdelaine explained the only other places are out of state. Council President Gosselin mentioned using smaller loads for compost. Council Vice President said that would be something they would have to look into with DEM. Mr. Chapdelaine said that the landfill has been working with them as far as dumping there.
· There was one (1) public line block up.

· There was one (1) Odor complaint on Victory Avenue.
· There was zero (0) Facility Violations.

This month Pharmaron (498 Washington St.), Amtrol, Bradford Soap, Immunex (Amgen), Warwick Ice Cream submitted quarterly reports. The results indicated all of the Significant Industrial Users were within the permit limits with the exception of Amtrol. The results were summarized and provided for billing purposes.
The results for Amtrol showed the facility exceeded the permit limits for the parameter of zinc. The violation was determined to be significant based on the technical review criteria. A Significant Notice of Violation was issued which required the company to re-test in April and submit a $500.00 administrative penalty.
Quality Food was issued a new Non-Significant Industrial User Permit. The facility is involved with portioning of meat products.
Private Wastewater Treatment Facilities
The force main ruptured at Showcase Cinema. This month, Showcase Cinema continues to bypass the pump station and haul the wastewater off-site for disposal as a result of the ruptured force main. At this time, they have determined that there are multiple locations where the pipe has ruptured. The Contractor has installed patches in the section of line under the Rte. 95 underpass and will attempt to install a complete liner for that section next month. When is finished with that section the contractor will continue to line section until the entire force main is complete. The project is expected to take at least five more weeks.
4N Properties (Clyde Woods) PWWTF was granted an extension until May 10th to clean the system. The extension was based on a commitment from Inland Waters. A second letter was sent to 4N Properties again explaining the O&M requirements. The submission date coincides with the other three PWWTFS (June 5, 2024).
The Program has made contact with Eagles Nest Condo Association and Briarwood Meadows Condo Association and confirmed they have received the letter and that they are working on the O&M Plan.
The Program has had discussions with Extended Stay. As they were investigating the issue, their corporate office found that the sanitary sewer and pump station was owned by ESB Realty, LLC. The Program has mailed the O&M requirements to ESB Realty, LLC and also hand-delivered the letter.
East Greenwich Square (EGS g) cleaned their private system this month. Neon Market did not coordinate the cleaning of their section of sewer system. The property manager for EGS has contacted Neon Market to remind them of their obligation to clean their section of the line.
Bald Hill Realty cleaned a portion of the gravity sewer this month. Next month, the balance of the line will be cleaned.
Food Service Inspections
Tavern in the Square EG, LLC - 1000 Division Street, East Greenwich
PB & K, LLC (d/b/a Crumbl RI-Greenwich) - 1000 Division Street, East Greenwich
These facilities were generally in compliance.
Plan Review
Iglesia De Cristo Casa De Jublio (1470 Main Street, West Warwick), submitted plans for the renovation of the former Roch Market to a church. The plans were not consistent with the standards and a letter was issued.
Other - Connections
Proposed Retail - 87 Centre of New England Blvd., West Greenwich continued construction.
Kent County Water Authority - 35 Technology Way, West Greenwich continued construction.
Boston Scientific - 8 Industrial Lane, Coventry completed construction this month.
Pranzi Rentals - 1 Duke St., West Warwick completed a modification to the sewer this month.

• Year-to-Date Operating and Debt Expenses for Fiscal Year 2024 through the end of April totaled $8,257,368 which is 83% of the annual budget. We paid invoices for the emergency repair in the public line located in our easement at Bradford Soap.
· Overtime for the month of April was $14,746 which is 10% of the annual budget. FY2024 Year-To-Date overtime is $140,585 which is 98% of the annual budget. Year-to-date savings for salaries is $54,169 which is helping to offset the Facility’s overtime expenses.
· Personnel related expenses (salaries, overtime, higher classification pay, etc.) for the first ten (10) months of the Fiscal Year should be 83% of the approved budget and the Facility has expended 78% of the budget.
· Sludge Removal costs through the end of April totaled $676,916 which is 91% of the annual budget.
· Fiscal Year 2024 Sewer Usage and Industrial collections through the end of April totaled $7,391,797 which is 92% of the total billed.
· Prior year Sewer Usage collections through the end of April totaled $669,310 of which $136,608 is penalty interest.
· Fiscal Year 2024 Sewer Assessment collections through the end of April totaled $325,472 which is 128% of the total billed.
· Revenue versus Expenses through the end of April are as follows:
Revenue: $8,290,154
Expenses: $8,257,368
Difference: $32,786
· Cash and Investments through the end of March totaled $3,788,860*
*Updated Bank Statements were not yet available

Resolution SC2024-13 was moved by Council Vice-President Williamson and seconded by Councilman Messier. All in favor, none opposed (5-0) voted to accept.
Mr. Corrente reviewed the proposed budget amounts. Council President Gosselin put on record to everyone that there will be no increase in sewer bill unless you use more water, it’s a flat rate.

Resolution SC2024-14 was moved by Council Vice President Williamson and seconded by Councilman Messier. All in favor, none opposed (5-0) voted to accept.
Councilman Licciardi asked if everyone that has a private pump station has been contacted. Mr. Geremia said there is a notice of violation that was mailed out and if they don’t comply they will implement a $500 fine for the ones who don’t have a 0 & M Manual.

No Public Comment

A motion to adjourn was made by Councilman Messier and seconded by Councilman Licciardi. All in favor, none opposed (5 - 0) voted to accept. Adjourned at 6:27 p.m.
