A. Meeting called to order at 6:05 p.m. by Town Council President Gosselin.
B. Prayer led by Councilman Messier.

F. Minutes of previous meeting
RESOLVED, that the minutes of the October 15, 2024, Town Council acting as the Sewer Commission, is hereby accepted.
Resolution SC2024-22 was moved by Council Vice President Williamson and seconded by Councilman Messier. All in favor, none opposed (5 – 0) voted to accept.
G. Reports
1. Superintendent’s Report – October 2024 
• Average daily flow was 3.4 mgd with a maximum of 6.5 mgd and a minimum of 1.4 mgd.
• CBOD removal was 99% at 2 mg/l.
• TSS removal was 99% at 2.5 mg/l.
• Total Phosphorus was 0.07 mg/l.
• Sludge to Synagro was 342 tons. Sludge to Landfill was 297 tons. Total Sludge 639 tons.
• There was zero (0) public line block ups.
• There was three (3) private line block ups. Riverdale Avenue, Stevens Drive, and Cantara Street.
• There was eight (8) Odor complaints.
(5) Fernwood Drive, Victory Avenue, Overhill Drive and Duke Street
• There was zero (0) Facility Violations.
• Councilman Licciardi asked Mr. Chapdelaine how we are making out with the odor control. Mr. Chapdelaine
explained they are still working with DEM to see the next steps, and also a new plan for sludge removal.
• Council President Gosselin mentioned he had a conversation with Mr. Knott that there are odors all over
different city and towns in the state, and the odors seems to be everywhere.
2. Industrial Pretreatment Program – September 2024
Report not presented.
· Year-to-Date Operating and Debt Expenses for Fiscal Year 2025 through the end of October totaled $3,706,084 which is 39% of the annual budget. Expenses are down 22% versus the same time last year.
· Overtime for the month of October was $14,666 which is 9% of the annual budget. Year-to-Date overtime is $52,885 which is 33% of the annual budget. We also have a savings of $22,053 in the General Wages line item due to a vacant Lead Operator position.
· Sludge Removal costs through the end of October totaled $329,485 which is 43% of the annual budget.
· Fiscal Year 2025 Sewer Usage and Industrial collections through the end of October totaled $4,077,760 which is 51% of the total billed.
· Prior year Sewer Usage collections through the end of October totaled $220,776 of which $18,571 is penalty interest.
· Fiscal Year 2025 Sewer Assessment collections through the end of October totaled $213,149 which is 94% of the total billed.
· Third Quarter Industrial bills totaling $256,026 were mailed with a due date of December 16.
· Cash and Investments through the end of October totaled $3,872,784
H. Resolutions
1. SC2024-23 Approval of 2025 Sewer Commission Meeting Schedule
Resolution SC2024-23 was moved by Council Vice-President Williamson and seconded by Councilman Messier. All in favor, none opposed (5-0) voted to accept.
I. New Business
Sludge Removal Options
· Mr. Chapdelaine explains the 3 options for removal. First option would be going to Synago with cost of $772,000.00 per year. Second option would be Rhode Island Resource Recovery the cost would be $1.38 million per year. Third option would be a company call Epic it is a rail road option and the cost per year would be 1.09 mill per year. Epic would be higher than synago but less then Rhode Island Resource Recovery. Epic is a Synago subsidiary company. Mr. Chapdelaine went into detail on the pros and cons of each company.
· Mr. Chapdelaine mentioned if we went with the Epic company we would have covers on every container, which could help with the odor control in the plant.
· There was a lengthy discussion on options and prices. Mr. Chapdelaine will continue to explore this Epic option and bring it back in front of the council.
J. Public Comment
Resident Derek Reed asked what the weekly cost for trucking would be. President Gosselin and Mr. Corrente said it does includes trucking in the price.
K. Adjourn
A motion to adjourn was made by Councilman Messier and seconded by Councilman Licciardi. All in favor, none opposed (5 - 0) voted to accept. Adjourned at 6:29 p.m.
