RESOLVED, that the minutes of the September 17, 2024, Town Council acting as the Sewer Commission, is hereby accepted.
Resolution SC2024-19 was moved by Council Vice President Williamson and seconded by Councilman Messier. All in favor, none opposed (5 – 0) voted to accept.

· Average daily flow was 3.6 mgd with a maximum of 8.1 mgd and a minimum of 1.8 mgd.
· CBOD removal was 99% at 2.5 mg/l.
· TSS removal was 99% at 2.7 mg/l.
· Total Phosphorus was 0.07 mg/l.
· Sludge to Synagro was 0 tons. Sludge to Landfill was 510 tons. Total Sludge 510 tons.
· There was two (2) public line block ups. Pike Street and Cowesett Avenue.
· There was four (4) private line block ups. Sturbridge Way, Wakefield Street, Providence Street and the Animal Shelter
· There was seventeen (17) Odor complaints.
(8) Fernwood Drive, (2) Providence Street, Wakefield Street, Duke Street, Anderson Avenue,
Kermit Avenue, Janet Drive, and (2) on Overhill Drive.
· There was zero (0) Facility Violations.
· Council President Gosselin mentioned the odor complaint on Duke Street. Mr. Hoak said it is a pump station,
and there was a problem with the scrubber, it ran out of bleach, it was replenished and issue was resolved.
• Councilman Licciardi asked Mr. Hoak if we are ready for a resolution for this odor problem. Mr. Hoak explained
how they are trying to figure out what the actual odor sources are. They are putting odor sensors out to collect data,
and are working with DEM.
• Council Vice President Williamson added some other actions that are being done, looking into pump stations,
cleaning lines, and working with DEM. She also mentioned DEM did say it does not seem to be coming from the
plant, and the next thing to look at is the pump stations.
• Council President Gosselin asked if we could look into Cranston also, because they also seem to have a problem.
• Council Vice President Williamson also said there is an issues with the mall, and we are also looking at an old line
behind CVS. Mr. Hoak said we are working on getting to that old line.

This month, Pharmaron (498 Washington St., Coventry) submitted their Monthly Self-Monitoring Report. The results were within the permit limits.
A new permit was issued to Northeast Testing Laboratories. The permit reflected a change in the management.
Private Wastewater Treatment Facilities
Showcase (1200 Quaker Lane, Warwick) continues to truck their waste off-site while they repair the force main. As of the end of the month, the project was not completed.
Food Service Inspections
New Asian House - 300 Quaker Lane, Warwick
293 PVD, LLC (d/b/a Boomerangs Roadhouse) - 293 Providence St., West Warwick
Milas Taqueria, LLC (d/b/a Caliente Mexican Grill) - 289 Cowesett Ave. #7 & #8, West Warwick
Bro’ss Pizza, LLC - 24 Quaker Lane, Warwick
Aloha Pizza - 126 Robert Street, West Warwick
These facilities were found to be in general compliance except of the following:
Boomerangs grease recovery device was not operational and was found to be overloaded. The facility did not have records of cleaning. A second Notice of Violation was issued which required the facility to repair the GRD, clean the device on a daily basis and submit a $100 administrative penalty.
The inspection showed the grease recovery device for Caliente Mexican Grill was not operational. A Notice of Violation was issued which required the facility to repair or replace the GRD and clean the unit on a daily basis.
Food Service Permits
Bro’ss Pizza, LLC, 24 Quaker Lane, Warwick was issued a new permit. The company took over the space formerly occupied by Caspian Pizza.
Plan Review
Urban Air submitted plans for a facility at 300 Quaker Lane, Warwick. The submission was generally consistent with the requirements and a letter was issued.
OSJ of Warwick Quaker Lane, LLC (d/b/a Ocean State Job Lot) - 300 Quaker Lane, Unit C-11, Warwick submitted plans and applications this month for the former Christmas Tree Shop in Cowesett Corners. The plans were generally consistent with the requirements and a letter was issued.
Red House Connecticut (d/b/a Honey Baked Ham) - 300 Quaker Lane, Unit C-19, Warwick submitted plans and an application for a food service. The space was formerly occupied by Moe’s. The plans were generally consistent with the requirements and a letter was issued.
Pizza Nomad, LLC - 710 Centre of New England Blvd., Coventry submitted plans and applications for a pizza shop in the former Quizno’s location. The submission was generally consistent with the requirements and a letter was issued.
Plans were submitted for 99 James P. Murphy Hwy., West Warwick for the separation of the property now called 4 Energy Way. The submission was generally consistent with the requirements and a letter was issued. A school is proposed for the newly divided 99 James P. Murphy Hwy. The plans for the school have not yet been submitted.
Other - Connections
Flash Car Wash - 795 Centre of New England Blvd., West Greenwich continued construction this month at the former Denny’s site.
282 Pulaski St., Coventry continued construction this month.
Council President Gosselin asked what kind of school was going in. Mr. Geremia said he was out doing an inspection and they indicated a proposed school would be going there, and he will keep them informed when the application comes in.

• Year-to-Date Operating and Debt Expenses for Fiscal Year 2025 through the end of September totaled $3,250,585 which is 34% of the annual budget. This amount includes $1,747,404 for Operating Expenses and $1,503,181 for Debt Service. Operating Expenses through the end of the First-Quarter are 22% of the approved budget.
• Overtime for the month of September was $12,597 which is 8% of the annual budget. Year-to-Date overtime is $38,219 which is 24% of the annual budget. We also have a savings of $15,442 in the General Wages line item due to a vacant Lead Operator position, and an employee who is out on leave with no pay.
• Sludge Removal costs through the end of September totaled $238,325 which is 31% of the annual budget. This amount reflects an added expense of approximately $70,000 due to Synagro being offline and having to offload sludge at RI Resource Recovery.
• Fiscal Year 2025 Sewer Usage and Industrial collections through the end of August totaled $2,937,508 which is 37% of the total billed.
• Prior year Sewer Usage collections through the end of September totaled $178,991 of which $14,390 is penalty interest.
• Fiscal Year 2025 Sewer Assessment collections through the end of September totaled $171,155 which is 76% of the total billed.
• Cash and Investments through the end of September totaled $3,861,648

Mr. Knott explained the reason for the amended resolution, and how the funds will be spent.
