MEETING MINUTES

RESOLVED, that the minutes of the February 25, 2025 Town Council acting as the Sewer Commission, is hereby accepted.
Resolution SC2025-11 was moved by Council Vice President Williamson and seconded by Councilman Licciardi. All in favor, none opposed (3 – 0) voted to accept.

RESOLVED, that the minutes of the April 1, 2025 FY 26 Budget Workshop, is hereby accepted.
Resolution SC2025-12 was moved by Council Vice President Williamson and seconded by Councilman Licciardi. All in favor, none opposed (3 – 0) voted to accept.

· Average daily flow was 6.4 mgd with a maximum of 12.2 mgd and a minimum of 3.1 mgd.
· CBOD removal was 96% at 4.3 mg/l.
· TSS removal was 98% at 2.6 mg/l.
· Total Phosphorus was 0.5 mg/l.
· Sludge to EPIC (Synagro) 564 tons. Total Sludge 564 tons.
· Mr. Chapdelaine added since we started EPIC Synagro we have not been to any other facility, and we are moving along very well.
· There was one (1) public line block up. Pawtuxet Terrace.
· There was two (2) private line block ups. Bayview Drive & Crossland Road
· There was zero (0) Odor complaints.
· There was zero (0) Facility Violation.
Councilman Licciardi asked if we believe our zero on both of these is due to the new system. Mr. Chapdelaine said he thinks in part it might be. He states as far as our odor complaints go our biggest time of the year is not until the later summer, August, September and October will be the real test. Mr. Chapdelaine also informed them that they are putting in a new chemical feeder that was recommended by DEM.
Council Vice President Williamson asked when that would be fully functional. Mr. Chapdelaine said we are still waiting on the equipment, they have the chemical on site and will be doing it manually into our tanks until we have the feeder up and running.

Significant Industrial Users:
This month, Pharmaron (498 Washington St.), submitted their Monthly self-monitoring reports. The results were within the permit limits.
A revised permit was issued to Immunex Rhode Island Corporation, a subsidiary of Amgen, Inc.. The changes involved management positions within the company.
Amtrol submitted a Designation of Authority Agent form allowing Ellen Sweet (Sr. EH&S Business Partner, Building Products) to sign compliance reports.
Private Wastewater Treatment Facilities:
East Greenwich Square completed the cleaning of the private Wastewater system this month. The system was found to be in good condition.

A Notice of Violation was issued to Division Street, Warwick - Neon, LLC (d/b/a Neon Marketplace) 1149 Division Street, Warwick for failure to provide records of the Grease interceptor cleaning.
The remainder of the facilities were generally in compliance.
Food Service Permits
New Food Service Permits were issued to:
Sellia Group, LLC (d/b/a McDonalds) - 1000 Division Street, East Greenwich. The company changed ownership.
PB PVD, LLC (d/b/a Playa Bowls) - 1000 Division Street, East Greenwich.
Plan Reviews
GNI West Warwick, Inc. (d/b/a Stop & Go Gas II) - 929 Providence St., West Warwick submitted a revised plan for the conversion of a service station to a convenience store. The plans were found to be consistent with the requirements and a letter was issued.
Scrub-a-Dub Car Wash - 1119 Division St., Warwick submitted revised plans for a car wash that will connect the Neon Market pump station that will ultimately connect to the East Greenwich Square force main. The submission was not complete and a letter was issued.
Other – Connections
Cava Mezze Grill, LLC - 1009 Centerville Ave., Warwick continued construction this month.
Chik-Fil-A -1200 Quaker Lane, Warwick began construction this month.
The Program met with representatives of Coventry regarding the connection of the High School.
The requirements were reviewed, and a plan is expected to be submitted next month
Council President asked a question regarding private septic companies being able to dump in West Warwick. Mr. Geremia said it is in our ordinance to allow it, but our rates are high. Most companies go to other places.

· Year-to-Date Operating and Debt Expenses for Fiscal Year 2025 through the end of March totaled $7,149,345 which is 75% of the annual budget.
· Overtime for the month of March was $11,207 which is 7% of the annual budget. Year-to-Date overtime is $129,364 which is 75% of the annual budget. We also have a savings of $60,797 in the General Wages line item.
· Sludge Removal costs through the end of March totaled $768,379 which is 101% of the annual budget.
· Fiscal Year 2025 Sewer Usage and Industrial collections through the end of March totaled $7,409,278 which is % of the total billed. Mr. Corrente added as of today we are 89% which is right on target.
· Prior year Sewer Usage collections through the end of March totaled $534,153 of which $65,301 is penalty interest.
· Fiscal Year 2025 Sewer Assessment collections through the end of March totaled $286,031 which is 127% of the total billed.
· Cash and Investments through the end of February totaled $3,913,839*
*Awaiting March bank statements
Mr. Corrente informed the council that he worked with the finance director, they spoke to Centerville bank and switched their account with them. They are in a 12-month rate lock, they will get a 4% percent annual return instead of 3.5% so they will make a little more money there.
Council Vice President Williamson explained that we are over budget this year in sludge removal, which was expected. And also, in the budget that was just presented it’s a much higher number because of the way we have to get rid of it, but it is helping our odor control

Resolution SC2025-13 was moved by Council Vice-President Williamson and seconded by Councilman Licciardi. All in favor, none opposed (3-0) voted to accept.
Mr. Geremia explained what this upgrade would entail.

Mr. Corrente wanted to give a heads up on our increase in overtime for this upcoming month. Mr. Chapdelaine explained why, and that we lost communication to a pump station and needed someone there for all shifts to watch it. He was trying to use caution and be proactive to make sure everything was up and working. As of Sunday, communication was back up and running.
A motion to adjourn was made by Councilman Licciardi and seconded by Council Vice-President Williamson. All in favor, none opposed (3 - 0) voted to accept. Adjourned at 7:06 p.m.
