SC2025-05

RESOLVED, that the minutes of the January 21, 2025 Town Council acting as the Sewer Commission, is hereby accepted.

 

Resolution SC2025-05  was moved by Council Vice President Williamson and seconded by Councilman Messier.  All in favor, none opposed (5 – 0) voted to accept.

 

G.              Reports

 

G-1:  Superintendent’s Report – January 2025

 

·   Average daily flow was 5.1 mgd with a maximum of 8.9 mgd and a minimum of 1.8 mgd.

 

·   CBOD removal was 98% at 2.2 mg/l. 

 

·   TSS removal was 98% at 2.6 mg/l.

 

·   Total Phosphorus was 0.58 mg/l.

 

·   Sludge to Synagro was 53.15 tons. Sludge to Landfill was 17.01 tons. Sludge to EPIC (Synagro) 468.12 tons. Total Sludge 538.28 tons.

 

·   There was one (1) public line block up. Woodside Ave.

 

·   There was two (2) private line block ups. East Greenwich Ave, Cowesett Ave.

 

·     There was zero (0)  Odor complaints.

 

Mr. Chapdelaine informed the council that an odor complaint did come in last week. DEM reached out

    and said a caller from exit one off of 295 south near the BJ’s and CCRI area. They called in and said

that it stunk over there and that the sewer plant was dumping raw sewage into the Pawtuxet River. Mr.

Chapdelaine wanted to make it clear that if you want to call in an odor complaint that is your right, but the

    team tries their best to put the best quality water in every day.

 

Councilman Licciardi asked if this person saw someone putting raw sewage in. Mr. Chapdelaine said no,

but this was not the first-time this accusation has been made. DEM did say it was a repeat caller.

 

·      There was one (1) Facility Violation. Entero (Daily)

 

Mr. Chapdelaine explain the one violation.

 

Councilman Licciardi asked about a project regarding new houses. Mr. Geremia explained the collection coming in and the results it will provide.

 

G-2:   Industrial Pretreatment Program – December 2024

Significant Industrial Users:

 

This month, Amtrol, Immunex (Amgen), Bradford Soap, Warwick Ice Cream, and Pharmaron (498 Washington St.), submitted their quarterly self-monitoring reports. Pharmaron (500 Washington St.), Cal Chemical, New England Testing Laboratories, Millstone Laboratories and Purevita Labs submitted semi-annual self-monitoring reports. All of the results were within the permit limits.

 

A new SIU Permit was issued to Original Bradford Soap Works. The changes mainly involve replacement of management.

 

Pharmaron (498 Washington St.) and Pharmaron (500 Washington St.), both submitted Industrial Waste Questionnaires. Both facilities have a change in the authorized personnel. In addition, Pharmaron (498 Washington St.) has proposed a new product for a trail batch.

 

Private Wastewater Treatment Facilities:

 

The Woloohojian (1500 Bald Hill Rd.) line was cleaned this month. The system was generally in good condition.

 

East Greenwich Square reported a change in contractor for the private wastewater system. A revised O&M is expected next month. The facility changed ownership in August 2024. The new owner of East Greenwich Square has hired an engineer to evaluate Neon Market’s request to connect the proposed Car Wash.

Plan Reviews

 

Chick-Fil-A Inc. (1200 Quaker Lane, Warwick) submitted revised plans and application for a new facility associated with the Showcase private wastewater facility. The submission was generally consistent with the requirements and a letter was issued.

 

Other – Connections

 

Flash Car Wash - 795 Centre of New England Blvd., West Greenwich completed construction this month at the former Denny’s site.

Cava Mezze Grill, LLC - 1009 Centerville Ave., Warwick continued construction this month.

The separation of the Arpin building located at 99 James P. Murphy Hwy. and 4 Energy Way was

completed this month.

 

 

G-3:  Financial Report

 

·        Year-to-Date Operating and Debt Expenses for Fiscal Year 2025 through the end of January totaled $5,233,045 which is 55% of the annual budget.

·        Overtime for the month of January was $16,897 which is 11% of the annual budget. Year-to-Date overtime  is $100,117 which is 63% of the annual budget. We also have a savings of $42,132 in the General Wages line  item.

·        Sludge Removal costs through the end of January totaled $541,021 which is 71% of the annual budget.

·        Fiscal Year 2025 Sewer Usage and Industrial collections through the end of January totaled $4,622,221 which is 58% of the total billed.

·        Prior year Sewer Usage collections through the end of January totaled $328,322 of which $31,990 is penalty interest.

·        Fiscal Year 2025 Sewer Assessment collections through the end of January totaled $228,626 which is 101% of the total billed.

 

·        Cash and Investments through the end of January totaled $3,904,357.

Resolution SC2025-06 was moved by Council Vice-President Williamson and seconded by Councilman Messier.  All in favor, none opposed (5-0) voted to accept.

Resolution SC2025-07 was moved by Council Vice-President Williamson and seconded by Councilman Messier.  All in favor, none opposed (5-0) voted to accept.

 

3.         SC2025-08  Acrison Inc.

 

Resolution SC2025-08 was moved by Council Vice-President Williamson and seconded by Councilman Messier.  All in favor, none opposed (5-0) voted to accept.

Mr. Corrente answer Councilman Licciardi’s question regarding the four-million-dollar amount on the Sewer Usage and Industrial collections and how it relates to expenses.
