SC2025-01

RESOLVED, that the minutes of the November 17, 2024 Town Council acting as the Sewer Commission, is hereby accepted.

 

Resolution SC2025-01  was moved by Council Vice President Williamson and seconded by Councilman Messier.  All in favor, none opposed (5 – 0) voted to accept.

 

G.              Reports

 

G-1:  Superintendent’s Report – December 2024 Video

 

·        Average daily flow was 5.2 mgd with a maximum of 14.2 mgd and a minimum of 1.7 mgd.

 

·        CBOD removal was 99% at 2.1 mg/l. 

 

·        TSS removal was 98% at 3.2 mg/l.

 

·        Total Phosphorus was 0.07 mg/l.

 

·        Sludge to Synagro was 218.7 tons. Sludge to Landfill was 368.7 tons. Total Sludge 587.4 tons.

 

·        Mr. Chapdelaine said in January we started the new railway system. We are in our 3rd week. It is going fine but we are working on making it work better for us.

 

·        Councilman Lacardi asked if we will need the landfill any more.

 

·        Mr. Chapdelaine said in extreme circumstances only.

 

·        There was one (1) public line block up. Pike Street.

 

·        There was zero (0) private line block ups.

 

·        There was zero (0 Odor complaints.

 

·        There was zero (0) Facility Violations.

 

·        Councilman Messier asked if Synago would take it in an emergency situation.

 

·        Mr. Chapdelaine said yes they would.

 

·        Council Vice President Williamson said the new program will help with odor complaints.

 

·        Mr. Chapdelaine said it will help with odor, transportation and disposal issues that we have run into over the past couple of years.

 

 

G-2:   Industrial Pretreatment Program – December 2024 Video

Significant Industrial Users:

 

This month Pharmaron (498 Washington St.), submitted their Monthly self-monitoring reports. The results were within the permit limits.

 

The annual inspection was conducted for Immunex RI (Amgen). The facility was found to be in very good condition and the process was well maintained. The facility has upgraded and replaced all of the pH adjustment equipment for the wastewater.

 

Private Wastewater Treatment Facilities:

 

Cowesett Corners (300 Quaker Lane, Warwick) conducted the line cleaning this month. The system was generally in good condition.

Plan Reviews

 

Plans and applications were reviewed for 183 Washington Street, West Warwick. The project involves    converting an existing warehouse/retail facility to a mixed-use building. The facility will have a total of thirty (30) affordable housing units (mix of studio and one-bedroom units), two commercial units, and a commercial laundry. The submission was found to be generally consistent with the requirements and a letter was issued.

 

Plans and applications were reviewed for 60 East Main, West Warwick. The project involves a new connection to two buildings totaling ten (10) residential units and two (2) commercial units. The submission was found to be generally consistent with the requirements and a letter was issued.

 

Chick-Fil-A Inc. (1200 Quaker Lane, Warwick) submitted plans and application for a new facility associated with the Showcase private wastewater facility. The submission was not complete and a letter was issued.

 

GNI West Warwick, Inc. (d/b/a Stop & Go Gas II), 929 Providence St., West Warwick submitted plans and applications for a market. The plans were not consistent with the requirements and a letter was issued.

 

Other – Connections

 

Flash Car Wash - 795 Centre of New England Blvd., West Greenwich continued construction this month at the former Denny’s site.

 

The separation of the Arpin building located at 99 James P. Murphy Hwy. and 4 Energy Way continued this month.

 

DDO-NEW ENGLAND, LLC (d//b/a Taco Bell) - 510 Quaker Lane, Warwick completed construction this month.

 

Cava Mezze Grill, LLC - 1009 Centerville Ave., Warwick began construction this month.

 

Councilman Dennison asked if the Showcase line that was giving trouble is all fix. Mr. Geremia said yes it is.

 

 

G-3:  Financial Report Video

 

·        Year-to-Date Operating and Debt Expenses for Fiscal Year 2025 through the end of December totaled $4,757,520 which is 50% of the annual budget. Expenses are down $976,000 versus the same time last year.

Mr. Corrente mentioned expenses are down due to not having unanticipated breaks in the collection system.

 

·        Overtime for the month of December was $18,059 which is 11% of the annual budget. Year-to-Date overtime is $83,220 which is 52% of the annual budget. We also have a savings of $35,368 in the General Wages line item.

Mr. Corrente added that the savings in general wages is due to a position that was vacant through the first quarter of the year and a couple of employees who have been out without pay.

 

·        Sludge Removal costs through the end of December totaled $472,201 which is 62% of the annual budget.

 

·        Fiscal Year 2025 Sewer Usage and Industrial collections through the end of December totaled $4,622,221 which is 58% of the total billed.

 

·        Prior year Sewer Usage collections through the end of December totaled $328,322 of which $31,990 is penalty interest.

 

·        Fiscal Year 2025 Sewer Assessment collections through the end of December totaled $228,626 which is 101% of the total billed.

 

·        Cash and Investments through the end of December totaled $3,893,889

Resolution SC2025-02 was moved by Council Vice-President Williamson and seconded by Councilman Messier.  All in favor, none opposed (5-0) voted to accept.

Resolution SC2025-03 was moved by Council Vice-President Williamson and seconded by Councilman Messier.  All in favor, none opposed (5-0) voted to accept.

 

3.     SC2025-04  East Natick Rehabilitation Project Bid Video

 

Resolution SC2025-04 was moved by Council Vice-President Williamson and seconded by Councilman Messier.  All in favor, none opposed (5-0) voted to accept.
