SC2025-20

RESOLVED, that the minutes of the April 22, 2025 Sewer Commission Public Hearing #1. Town Council acting as the Sewer Commission, is hereby accepted.

 

Resolution SC2025-20  was moved by Council Vice President Williamson and seconded by Councilman Messier.  All in favor, none opposed (5 – 0) voted to accept

 

SC2025-21

RESOLVED, that the minutes of the April 22, 2025 Sewer Commission Meeting. Town Council acting as the Sewer Commission, is hereby accepted.

 

Resolution SC2025-21  was moved by Council Vice President Williamson and seconded by Councilman Messier.  All in favor, none opposed (5 – 0) voted to accept

G.              Reports

 

G-1:  Superintendent’s Report – August 2025

 

·        Average daily flow was 3.6 mgd with a maximum of 11.8 mgd and a minimum of 1 mgd.

 

·        CBOD removal was 99% at 2.3 mg/l. 

 

·        TSS removal was 99% at 2.6 mg/l.

 

·        Total Phosphorus was 0.8 mg/l.

 

·        Sludge to EPIC (Synagro) 462 tons. Total Sludge 462 tons.

 

·        There was zero (0) public line block ups.

 

·        There was one (1) private line block up at Hollow Circle.

 

·        There was five (5) odor complaints. Four (4) on  Fernwood Drive, and one (1) on Enfield Drive

 

·        There was zero (0) Facility Violations.

 

Councilman Liccardi asked Mr. Chapdelaine how the new Epic company is working out. Mr. Chapdelaine

said so far it is working well, and he has been in contact with them to see if they can get the dumpsters

cleaner and lined before coming back to us. It would be less work for our team.

 

Council Vice President Williamson stated that it is nice to know that you have something consistent and you

don’t have to make constant decisions on where you have to go. Mr. Chapdelaine said it is nice to know

we don’t have to worry about getting it out of the facility.

 

 

G-2:   Industrial Pretreatment Program – August 2025

Significant Industrial Users:

This month, Pharmaron (498 Washington St.), submitted their monthly self-monitoring reports. All of the results were within the permit limits.

Immunex Rhode Island (Amgen) requested a non-routine discharge for a developmental product. The request was granted and a letter was issued.

 

Private Wastewater Treatment Facilities:

Eagle’s Nest submitted a preliminary draft of the O&M for review. The final O&M is expected by the end of the year).

 

 

The program has been in contact with the property managers for 1600 Division St. (Wasserman PWWTF). The company has moved in at least two tenants without filing application. The ownership of the Private Wastewater Facility has changed and the new owner has not revised the O&M.

 

Food Service Inspections

Nardolillo Group, LLC (d/b/a Toast N Tap) - 45 Quaker Lane, West Warwick

Condesa II Mexican Restaurant - 717 Quaker Lane, West Warwick

Fusion Latin & Caribbean Cuisine - 289 Cowesett Ave., West Warwick

Wise Guys Deli House, LLC - 289 Cowesett Ave., West Warwick

Khoos Restaurant - 255 Cowesett Ave., West Warwick

Cowesett Inn - 226 Cowesett Ave., West Warwick

Bright Star, LLC (d/b/a Cowesett Pizza) - 306 Cowesett Ave., West Warwick

Aquilantes Bistro and Tavern (John & Mary Aquilantes) - 701 Quaker Lane, West Warwick

Frybread Catering LLC (d/b/a Frybread Indigenous Fusion) - 1013 Main St., West Warwick

 

Fusion Latin & Caribbean Cuisine removed one grease recovery device (GRD) and installed a pre-rinse station after the final inspection. The second GRD was not functional. A Notice of Violation was issued requiring the company to install a GRD on the repair, or replace the existing GRD and submit a $100.00 penalty.

 

The inspection showed the GRD for Wise Guys Deli House, LLC was not operational, and the facility did not have records of cleaning. A Notice of Violation was issued requiring the company to repair or replace the GRD and submit a $100.00 penalty.

 

Frybread Catering LLC (d/b/a Frybread Indigenous Fusion) opened without submitting plans or filing for a discharge permit. The facility was in operation approximately one month prior to the inspection. The inspection showed the GRD was not operational and had not been used. A Notice of Violation was issued requiring the company to file a Wastewater Discharge Permit Application, completely clean the GRD and submit a $100.00 penalty.

 

Maintenance and Repair Facilities

Scrub-A-Dub (1390 Bald Hill Road, Warwick) submitted maintenance slips to the oil/water separator

The Program visited MK Fuel and Mart, Inc. (929 Providence St., West Warwick) The facility began a sewer repair. The construction was not completed.

 

All of the facilities were found to be generally in compliance.

 

Plan Reviews

Plans were submitted for Performance Paint & Body, Inc. (462 Providence St., West Warwick). The submission was generally consistent with the requirements and a letter was issued.

Revised plans and applications for Balise G, LLC (d/b/a Genesis of West Warwick), 870 Quaker Lane, West Warwick - The plans were not consistent with the requirements, and a letter was issued.

 

Other – Connections

The Program inspected 929 Providence St., West Warwick regarding the application of M&K Fuel and Mart. This facility had started a sewer repair but did not finish. M&K Fuel and Mart is a new tenant and since the sewer was not completed an approval could not be given.

 

 

G-3:  Financial Report

 

·        Unaudited Operating and Debt Expenses for Fiscal Year 2025 totaled $8,984,247 which was 94% of the    annual budget.

 

·        •Year-to-Date Operating and Debt Expenses for Fiscal Year 2026 through the end of August totaled $1,541,649 which is 15% of the approved budget.

·        Overtime for the month of August was $11,195 which is 7% of the annual budget. Year-to-Date overtime is $21,003 which is 13% of the approved budget. We also have a Year-to-Date salary savings of $20,162.

·        Sludge Removal costs through the end of August totaled $170,288 which is 15% of the annual budget.

·        Fiscal Year 2026 Sewer Usage and Industrial collections through the end of August totaled $2,682,404 which is 33% of the total billed.

·        Prior year Sewer Usage collections through the end of August totaled $119,820 of which $8,793 is penalty interest.

·        Fiscal Year 2026 Sewer Assessment collections through the end of August totaled $98,626 which is 43% of the total billed.

 

·        Cash and Investments through the end of July totaled $3,924,495. Interest accrued with Centreville Bank to be applied at CD Maturity Date in April 2026 is $45,890.

 

Mr. Corrente said he did receive an updated number for the interest accrued with Centerville Bank, through the end of the month of $57,842. 

 

 

H.              Resolutions

 

1.     SC2025-24  Rescinding Bid Award for Analytical Laboratory Services

 

Resolution SC2025-24 was moved by Council Vice-President Williamson and seconded by Councilman Messier.  All in favor, none opposed (5-0) voted to accept.

 

Mr. Chapdelaine, explained why they needed to rescinded the bid award from the company. During the first month he was not receiving the reports in a timely manner. When they did received them back there was a lot of irregularities. The old vendor agreed to take us back at the old price. The Plant had 14 violations and Mr. Chapdelaine was able to get them down to 4 violations. He is also in contact with DEM to let them know we are having issues with the new company and will be going back to the old company. There will be no  consequences.

Council Vice President Williamson said the company was very apologetic and were having some issues.

 Mr. Dennison asked if there was any financial repercussion from these violation. Mr. Chapdelaine said no not at this time, and I have not been made aware that there will be.

 

2.     SC2025-25  Change Order No. – East Natick Interceptor Project   

 

Resolution SC2025-25 was moved by Council Vice-President Williamson and seconded by Councilman Messier.  All in favor, none opposed (5-0) voted to accept.

 

Mr. Geremia explained why there was a change order to the East Natick Interceptor Project. Councilman Dennison questened the company who was doing the project. Mr. Geremia informed him that the project was completed with no issues.

A motion to adjourn was made by Councilman Messier and seconded by Councilman Liccardi.
