MEETING MINUTES

A.     Meeting called to order at 3:09 p.m. by Council Vice President Williamson

 

B.     Roll Call

D.     Minutes of previous meeting

 

A motion was made to approve the December 2, 2021 minutes by James Geremia and seconded by Town Manager Mark Knott.  All in favor none opposed.

 

E.      Reports

 

1.     Plant Manager’s Report

The following is taken from the Plant Manager’s report data through December 22, 2021.

 

·     Average daily flow was 4.6 mgd with a maximum of 7.6 mgd and a minimum of 2.5 mgd.

·     CBOD removal was 97%.  DEM requirement is 85%.

·     TSS removal was 98%.  DEM requirement is 85%.

·     Total Nitrogen is out of season.

·     Total Phosphorus was 0.67 mg/l.  DEM requirement is 1.0 mg/l. 

·     Sludge to Synagro was 580 wet tons.  No sludge was sent to the Landfill.

 

·     There were 2 public line block ups:

1.     Border Street

2.     Manchester Street

 

·     There were 2 private line block ups:

1.     Nestor Street

2.     Sunset Avenue

 

·     There were no odor complaints.

·     There were no facility violations.

·     We have filled the maintenance position, that person will be starting next week.  We have completed the interviews for the office manager’s position.  We hope to have a final selection by next week.  We selected two candidates for the Assistant Superintendent’s position.  The first candidate declined the job.  We are waiting to hear back from the second candidate. 

·     Replacement of the boiler has been completed on schedule with the budget and it is running great.

 

2.     Financial Report

 

·     Year-to-Date Operating and Debt Expenses for Fiscal Year 2022 as of December 31st totaled $5,401,503.17 which is 57% of the annual budget.

·     Fiscal Year 2022 Sewer Usage collections and Sewer Assessment collections through December 31st totaled $373,507.23. Of the total collected, $6,928.08 represents interest.

 

3.     Industrial Pretreatment Program for the month of December 2021

       

Significant Industrial Users

    

·     Noramco submitted their self-monitoring report and they were in compliance. 

 

Private Wastewater Treatment Facilities

    

·     Showcase Cinemas at 1200 Quaker Lane in Warwick scheduled to re-line a section of the force main under the overpass on Rt 2. The Engineer has delayed the project until RIDOT issues a permit for the work.

 

Food Service Inspections

 

·     Alex Pizza d/b/a Ronzio Pizza at 1013 Main Street was generally in compliance.

 

Food Service Permits

 

·     A new permit was issued to Eastside Pub & Grub LLC d/b/a Miss Cranston Diner & Grill at 45 Quaker Lane in West Warwick.

·     A permit was reissued to Emilio’s Bakery at 35 Quaker Lane in West Warwick.

 

New Connections

 

·     Century Plaza continued construction this month.

·     182 Arnold Road in Coventry completed construction this month.

 

Plan Reviews

 

·     Plans and application were reviewed a Dollar Store at 495 Washington Street in Coventry. The plans generally met the requirements and a letter was issued.

·     Plans were received for Arpin Subdivision at 99 James P. Murphy Highway in West Warwick. The plans did not meet the requirements and a letter was issued.

·     Plans were submitted for Neon Market at 1149 Division Street in Warwick. The project involves demolition of the former 1149 Restaurant and building a mini market and gas station. The plans were not complete and a letter was issued.

·     Lat’s Variety, LLC at 711 Providence Street in West Warwick submitted applications without plans. The project involves a new food service in an existing mixed-use building (8 residential units and 3 commercial units). A letter was issued.

 

F.      Capital Projects Summary

 

1.     Boiler Repair Update

 

·     Mr. Chapdelaine stated two sections of the boiler were replaced.  However, the technician doing the work found four additional sections that were rotted.  The technician informed us that he has no confidence in the integrity of these sections.

·     Mr. Chapdelaine asked for approval to go before the Sewer Commission with a Change Order in the amount of $16,471.00 to replace the four additional sections.

·     It was decided that a Change Order Resolution be put on the January 18, 2022 Commission agenda. 

 

2.     Phenix Avenue Sewer Repair

    

·     Mr. Chapdelaine will be meeting with the Geremia & Associates staff to discuss how to proceed with this project. 

 

3.     Screw Conveyors

 

·     There was discussion about potentially using American Rescue Funds for the Screw Conveyors, Water Meter Chamber and Dewatering Building Structure.  Mr. Geremia also suggested adding the painting of the Lime Silo, Replacement of two Primary Clarifiers, Replacement of the Dewatering Conveyors and Rehabilitation of the Maisie Quinn Interceptor to the list of potential projects for the American Rescue Funds Plan.

·     Mr. Geremia stated the Change Order for the Screw Conveyors has been fully executed.  Hart Engineering is in the process of ordering the equipment and will be scheduling the installation.  

 

4.     Water Meter Chamber (Also discussed under No. 3)

 

·        Mr. Geremia stated the Notice of Award has been sent to the Contractor and the insurance has been issued. 

 

5.     Dewatering Building Structure (Also discussed under No. 3)

 

·        Mr. Geremia said he contacted Hart Engineering to have a Masonry Subcontractor survey the exterior and give us a quote for the work.  If the quote is reasonable, a Change Order will be executed for the additional work.

A motion to adjourn the meeting was made by James Geremia and seconded by Jeff Chapdelaine.  All in favor, none opposed.
