a. Stage I 2020 Application Of Necessity Of School Construction – Discussion And Possible Action

Discussion was held regarding the Stage I application. Council President Duhamel gave a brief overview of the meeting that took place on February 10, 2020 and read from Roberts Rules of Order regarding Renewal of Motions. He requested renewal of said motion.
Motion by Mr. McCuin, Seconded by Ms. Giorno. to consider the request to renew the motion of February 10, 2020 to approve the submittal of Stage I Application of Necessity of School Construction to RIDE.
Motion was made by Mr. Aiello objecting to the consideration of the motion.
Town Solicitor Conley stated that the main motion is procedurally correct.

b. 19/20-65 Resolution Approving Submittal Of Stage I 2020 Application Of Necessity Of School Construction To RIDE – Discussion And Possible Action

Councilor Duhamel stated that the deadline for submittal of the Stage I 2020 Application of Necessity of School Construction to RIDE is Monday, February 17, 2020, thus the reason for today’s meeting. He explained that the School Committee presented new information to expand the scope of review of the School Building Committee to all school facilities and to look at the education plan within those facilities. Councilor Aiello explained that the Stage 1 application before the Town Council for this meeting is exactly the same as was presented to the council for the Monday (February 10, 2020) meeting where it had been rejected and that no new application documents or other written communications have been provided.
Motion by Ms. Giorno, Seconded by Mr. McCuin, that the aforesaid resolution be adopted.
Each Councilor explained his/her position on this issue.
