The Council reviewed the Comprehensive Plan as follows:
a. Review of red line revisions from August 24, 2020 Meeting
No changes were made to the aforesaid.
b. Review Part II – Inventory & Analysis– Discussion and Possible Action
1. Chapter 4 – Housing Opportunities
Ms. Letendre provided an overview of each section of Chapter 4 relating to Affordable Housing. She stated that she just received the housing inventory through 2019 and the 5.2% noted in the Plan is actually 5.14%.
Accessory Dwelling Units in Strategy 6 Neighborhood Revitalization will be reworded and revisited.
6:05 P.M. Councilor Cooke left the meeting.
2. Chapter 5 – Economic Vitality
Ms. Letendre provided an overview of each section of the aforesaid chapter.
At the suggestion of Councilor Ahern, staff will remove $16 million from Subsection 5.2.3 - Westerly State Airport and the Airport Industrial Park and place an asterisk before Tower Street School in Table 5.2 stating that this program has closed.
The Westerly Municipal Land Trust will be included in this chapter in Subsection 5.4.
3. Chapter 6 – Services and Facilities
Councilor Ahern's reference to the Animal Shelter will be added to a new section under Section 6.2, her reference to Hope Recovery Center will be added to Subsection 6.4.4, and the list of social service agencies in Section 6 .8 - Social Service Agencies and Programs will be enhanced to include Basic Needs Network the Armory, the Johnnycake Center and the Senior Center, and Section 6.7 - Westerly Library will include other agencies besides Library.
4. Chapter 8 – Transportation Network
Ms. Letendre provided an overview of each section of the aforesaid chapter
Councilor Ahern's comments regarding other fire districts and private/public parking lots will be included in Subsection 8.1.3 - Motor Vehicle Parking, comments regarding the Amtrak Station will be included in Section 8.3 - Rail Services and comments regarding Bay Street will be included in Section 8.6 - Transportation Improvements.
Council President Duhamel announced that the next meeting will be on Thursday, September 3rd and Section 3.7 - Land Use Goals, Policies, and Actions, and Chapter 4 - Implementing The Plan will be reviewed.
