 2.    NEW BUSINESS

 

a.     Resolution Authorizing Change Order 8 to the Contract For 2019 Town-Wide Road Resurfacing Project (J.H. Lynch and Sons – Not to exceed $58,310.00)

 

Motion by Ms. Cioffi, Seconded by Mr. Cooke, that the aforesaid resolution be adopted.  (Voted Unanimously)

 

b.     Resolution An Agreement With BETA Group For The Town’s Wastewater Treatment Facility

 

Motion by Ms. Cioffi, Seconded by Mr. Aiello, that the aforesaid resolution be adopted.  (Voted Unanimously)

 

c.     Resolution Authorizing The Transfer Of Funds To Support Rotary Park Tennis Court Repairs ($47,880.00)

 

Motion by Mr. Aiello, Seconded by Mr. Cooke, that the aforesaid resolution be adopted.  (Voted Unanimously)

 

d.     Comprehensive Community Plan – 2020-2040 – Discussion And Possible Action

                 Scott Levesque, Esq., Assistant Solicitor for Planning

 

1.     Review of red line version of 2020-2040 Comprehensive Community Plan

 

     The Town Manager requested Rights of Way #16 and #17 on Spring Avenue in Weekapaug be removed from Comprehensive Plan.

 

2.     Additional Comments:

        a.     Memorandum from Planning Office

 

     The additional edits including revised mapped figures will be incorporated into the Comprehensive Plan.

 

        b.     Councilor Aiello’s Comments

 

      Councilor Aiello's recommended changes will be incorporated into the Comprehensive Plan.

       

3.     Proposed Ordinance – “An Ordinance Adopting And Enacting A New Comprehensive Plan Pursuant To R.I.G.L. 45-22.2-8 And The Westerly Town Charter Article 12; Providing For When Such Ordinance And New Comprehensive Plan Become Effective; And Repealing All Previous Comprehensive Plans For The Town Of Westerly, Rhode Island

        (Order Adv. for Public Hearing on 10/6/2020)

 

Motion by Mr. Cooke, Seconded by Ms. Cioffi, that the aforesaid proposed ordinance be ordered advertised for public hearing on October 6, 2020.  (Voted Unanimously)

 

     At the request of Councilor Duhamel, Asst. Town Solicitor Levesque responded to an e-mail from James Angelo questioning why the adoption of the Comprehensive Plan cannot be put to a referendum.
