Regular Meeting –January 9, 2020
Motion by Ms. Thoman, Seconded by Ms. Robinson, that the aforesaid minutes be accepted and approved as printed. (Voted Unanimously)

Comments shall be limited to agenda items, excluding matters to be scheduled for public hearing.
1. Lisa Konicki, Ocean Community Chamber of Commerce - re: Cancellation of large-scale events; questioned how cancellations are handled, expressed concern that application for Light Parade is not on the agenda and noted the need to acquire sponsors, raise funds and advertise well in advance
Discussion was held regarding the light parade, the cancellation of scheduled events due to the Coronavirus, placing a regulation on the time for submittal of event licenses, having a regulation with a cause provision, developing a regulation for enforcement through a complaint process, and events held on Town property.
2. Jennifer Brinton, Grey Sale Brewery, Canal St – re: Closing of streets for events; affects her business and other businesses on the periphery; 90-day rule for requiring submittal of event applications would help to plan for road closures
Town Solicitor Conley will review the Code of Ordinance with the possibility of developing a regulation with regard to the submittal of event licenses involving street closures.

Ms. Robinson recused due to a possible conflict of interest being that she is the President of the Board of Directors of the Colonial Theatre School, Inc.
Chayanne Robinson explained the change in the date due to the coronavirus.
Motion by Ms. Thoman, Seconded by Ms. Belanger, that the aforesaid license be granted subject to prior approval of proper authorities. (So Voted 4 – 0; Robinson recused)

Mr. Gencarella recused due to a possible conflict of interest being that he is a member of the Board of Directors of the Chamber of Commerce.
Ms. Thoman recused due to a possible conflict of interest being that she is a member of the Board of Directors of the Chamber of Commerce.
