Motion by Ms. Thoman, Seconded by Ms. Robinson, that the aforesaid licenses be ordered advertised for public hearing on November 5, 2020. (Voted Unanimously)
e. 2021 Licensing Board Meeting Dates & Times.
Motion Ms. Thoman, Seconded by Ms. Belanger, that the dates and times for the 2021 Licensing Board meetings be approved. (Voted Unanimously)
f. Rules of Procedure to Govern The Licensing Board
Motion by Mr. Nigrelli, Seconded by Ms. Belanger, that the aforesaid Rules of Procedure to Govern the Licensing Board be approved as printed. (Voted Unanimously)
g. Conditions of Beverage Licenses and Rules and Regulations 
Motion by Mr. Nigrelli, Seconded by Ms. Belanger, that the aforesaid Conditions of Beverage Licenses and Rules and Regulations be approved as printed. (Voted Unanimously)

Westerly Police Department - re: Report of Gene Properties LLC dba Sandy Shore Motel, 149 Atlantic Ave providing outside entertainment without an outside entertainment license
Motion by Ms. Thoman, Seconded by Mr. Nigrelli, that the aforesaid correspondence be received and placed on file. (Voted Unanimously)
b. Town Solicitor Report
Attorney Conley requested that renewal of all licenses issued to Gene Arganese be set aside due to a significant pattern of ignoring State and Town regulations. He stated that he will be giving a presentation to the Board of the license holder's ability and competency to operate. He further stated that the Police Department, the Zoning Department and he have concerns with the continued operation of any of Mr. Arganese's licenses to the extent that conditions, limitations, or probationary periods would need to be placed on his licenses, and can present evidence of continued refusal to obey any regulation, particularly COVID regulations, which are a direct health and safety violation. He requested that the Clerk notify Mr. Arganese that his licenses will be discussed at the November 5th hearing and invite him to attend.
Ms. Belanger questioned whether Ms. Robinson should be voting when the full membership of the Licensing Board is present.
Motion by Ms. Thoman, Seconded by Mr. Gencarella, Ms. Robinson be replaced by Ms Thoman on any motion that was Seconded by her. (Voted Unanimously)
