a.     Appointment of Chairperson

 

     Mr. Nigrelli nominated Paul Gencarella, Jr. for appointment as Chairperson to the Licensing Board.

 

A vote was taken on the nomination of Paul Gencarella, Jr. for appointment as Chairperson to the Licensing Board and the nomination carried.  (Voted Unanimously)

 

b.     Appointment of Vice Chairperson

 

     Mr. Thoman-Miller nominated Joseph Nigrelli for appointment as Vice Chair to the Licensing Board.

 

A vote was taken on the nomination of Joseph M. Nigrelli, Jr. for appoint as Vice Chairperson to the Licensing Board and the nomination carried.  (Voted Unanimously)

 

 

2.    CONSENT CALENDAR Video

 

a.    Special Meeting – July 1, 2022

 

Motion by Mr. Nigrelli, Seconded by Mr. Iacoi, that the aforesaid minutes be accepted and approved as printed.  (Voted Unanimously)

a.     Michael Rachlin, 10 Canal St, Apt 42 – re: Surf Cantina – noise concerns; read into the record a letter from residents of Martin House regarding loud music affecting neighbors’ quality of life; requested that the matter be referred to a special Licensing Board meeting

 

Motion by Ms. Thoman-Miller, that the matter be placed on the August 11, 2022 Licensing Board agenda. 

 

b.     Brian Dougan, 10 Canal St, Unit 21 – re: Surf Cantina – noise concerns; requested a special meeting

 

Motion by Ms. Thoman-Miller, Seconded by Mr. Iacoi, that the matter be scheduled for a Special Meeting on Thursday, July 21, 2022, at 9:30 a.m.  (Voted Unanimously)

 

 

4.    LICENSES AND PERMITS

Present:  Tom Jasulavic, 17 Winnapaug Rd, owner

 

     Mr. Jasulavic explained that the 11 parking spaces are located to the right of the Purple Ape at Purple Ape Escape at 9 Winnapaug Road.  He stated that the 11 parking spaces are marked and numbered; that the parking spaces will be utilized by tenants of the apartments, retail customers and beachgoers.  He noted that the beachgoers will be directed to the Misquamicut State Beach or Paddy’s Beach. 

 

Motion by Ms. Thoman-Miller, Seconded by Mr. Nigrelli, that the aforesaid license be granted subject to the prior approval of proper authorities.  (Voted Unanimously)

Motion by Ms. Thoman-Miller, Seconded by Mr. Nigrelli, that the Public Hearing be opened.  (Voted Unanimously)

 

     Mr. Bothur stated that he and his partner operate another restaurant in Mystic, Connecticut.  He explained that this establishment is more of a wine bar focusing on an extensive wine selection; that there is a full kitchen; and that there will be a limited food menu.  He stated that there will be no live entertainment, only ambient sound. 

 

     Mr. Bothur stated that there is a dry storage area for the wine that will be secured.  He further stated that the business will be open from 4:00 p.m. to 11:00 p.m., noting that the focus is to capture the theatre crowd. 

 

     No one appeared in favor or in opposition.

 

Motion by Mr. Nigrelli, Seconded by Ms. Thoman-Miller, that the aforesaid license be granted subject to the prior approval of proper authorities.  (Voted Unanimously)

 

Motion by Mr. Nigrelli, Seconded by Ms. Thoman-Miller, that the Public Hearing be closed.  (Voted Unanimously)
