Planning Board Working Session - Meeting Minutes
Tuesday, October 7th, 2025, 6:00 p.m.

Present: Chairman: Matthew O’Neil, Vice Chairman: Christopher Lawlor, Members: Maurice Devine, Jean Gagnier, and Alternate: Derek Lombard
Absent: Secretary Andrew Delisio, Members Perry Kellogg and James Nicholas
Town Staff: Administrative Officer/Town Planner: Nancy Letendre, Minute Taker: Chloe Chenot, Information Technology: Lanny Fuller, and Solicitor for Planning and Zoning: Scott Levesque

The board reviewed the minutes from the September 2nd meeting. Mr. Lawlor motioned to approve the minutes as presented, and Mr. Gagnier seconded the proposed motion. Mr. Levesque noted that a quorum of those present at the meeting would be required to vote. Mr. Gagnier and Mr. Lawlor then withdrew their motions, as a quorum was not reached. The minutes will be tabled to a future meeting

Mr. Gagnier suggested moving NEW BUSINESS Item F-1: 2025-ATC-01 – Advisory to Town Council – Zoning Map Amendment before discussion of OLD BUSINESS Item E-1: Route One Corridor Working Session. Mr. Lombard seconded the proposed motion. The board was all in favor, and the motion passed 5-0
1. 2025-ATC-01 – Advisory to Town Council – Zoning Map Amendment (11 Quarry Road | Assessor’s Map 45, Lot 5)
Sergio Cherenzia of Cherenzia and Associates, 99 Mechanic Street, Pawcatuck CT 06379, was present to speak on this matter. Mr. Cherenzia introduced applicant Cail Calder, also in attendance to provide additional insight and answer questions. Mr. Cherenzia explained that the applicant is requesting to change the zoning of the subject property, to allow farming and residential uses, which are not allowed under its current zoning. Mr. Cherenzia presented site maps of the property, explained its history, and further detailed the current site conditions. Board members inquired further about the farming type, subdivisions, neighboring properties, and current zoning. Ms. Letendre summarized the legal process for zoning changes. Upon no further discussion, Mr. Gagnier motioned to recommend approval of the proposed zoning map amendment, referencing the draft motion in the Administrative Officer’s Memorandum dated October 2nd, for the meeting October 7th, 2025. Mr. Lawlor seconded the motion. The board was all in favor, and the motion passed unanimously 5-0
2. Route One Corridor Working Session – Comprehensive Plan Amendments 
The board reviewed the revised Zoning Ordinance Provisions, Route One Corridor Implementation Table, and Comprehensive Plan Amendments, and provided feedback to the Town Planner. Questions posed and discussion topics included: the Bed and Breakfast overlay district, signage changes, standard site and building designs, tax programs, wayfinding signage, incentives, road capacity, quality development, development plan review, and economic development, in addition to other topics. Dylan LaPietra, 51 Clark Street, Westerly, RI 02891, inquired further about the sign ordinance and its potential impact on the Route One Corridor (ROC) Transects
A recess was called at 8:08 p.m. The meeting reconvened at 8:18 p.m.
Ms. Letendre then continued the presentation of the “Route 1 Corridor Plan Design Standards”, which further detailed the: existing zoning, zoning changes, signage, building development, and right-of-way improvements, of each of the five transects of the Route One Corridor. Members reviewed the presentation and discussed the proposed changes. Mr. LaPietra inquired further about advertising of the November 4th public meeting, and the overall mission statement of the Route One Corridor project. Rose VanDover, 20 Top Street, Westerly, RI 02891, asked for further clarification of the potential zoning overlay change of Sub-Corridor 1, to B-15. Mr. O’Neil and Ms. Letendre addressed the inquiries
Mr. Gagnier suggested the board further discuss the roles and responsibilities of the Economic Development Commission and Architectural Review Board, in relation to the Planning Board

3. October 21st, 2025 – All present members can attend
4. November 4th, 2025 – Mr. Devine cannot attend, all remaining members will be present
