Zoning Board – Meeting Minutes

A.                   CALL TO ORDER

 

Mr. Pawelkiewicz called the meeting to order at 7:04 p.m. He explained that due to State mandates relating to the Covid-19 pandemic the Zoning Board is holding a Zoom meeting for the purpose of continuing business items to the May 6, 2020 meeting in the hopes of addressing applications at that time.

 

B.                    ROLL CALL

 

MEMBERS PRESENT:            Chair Walter Pawelkiewicz, Vice Chair John Ornberg, Members Doug Brockway, Albert Clemence and Larry Cioppa, and Alternate Member Jeffrey Russo and James Torres

 

MEMBERS ABSENT:               None.

 

STAFF PRESENT:                    Administrative Officer and Zoning Official Nathan Reichert, Solicitor Todd Romano, and Minute Taker Stephanie J. LaSota

 

C.                   APPROVAL OF MINUTES

None.

 

D.                   CHANGES TO AGENDA - Consider, discuss and act upon schedule changes for Applications.

1. All Items under Pre-Application will be continued to the May 6, 2020 meeting

2. All Public Hearings under Old Business will be continued to the May 6, 2020 meeting

3. All Public Hearings under New Business will be opened and continued to the May 6, 2020 meeting

 

            There was no discussion on the items under changes to the agenda. 

 

E.                    APPROVAL OF DECISIONS - Consider, discuss and act on application decisions referred to staff for writing.

 

There was no business for agenda item E.   

 

 

F.                    PRE-APPLICATIONS - Schedule public hearing date for Application(s). Consider and approve application waivers.

 

1. Amaral, 134 Potter Hill Road, AP “13” Lot “1”, Addition of an accessory apartment. Special Use Permit (§260-34).

 

Mr. Cioppa made a motion to schedule the public hearing for the Amaral pre-application to May 6, 2020. Mr. Clemence seconded the motion. The motion CARRIED by unanimous vote with no abstentions.

 

2. Turdo, 57 John Street, AP ‘77’ Lot ‘166’, Change of use from single to two family dwelling. Special Use Permit (§260-34) and Dimensional Variance (§260-19).

 

Mr. Cioppa made a motion to schedule the public hearing for the Turdo pre-application to May 6, 2020. Mr. Clemence seconded the motion. The motion CARRIED by unanimous vote with no abstentions.

 

G.                   PUBLIC HEARINGS OLD BUSINESS - Consider, discuss and act on application(s).

 

1.      LW Houston, LLC, 42 Wawaloam Drive, AP ‘157’ Lot ‘46’, Addition to existing structure. Dimensional Variance (§260-19). Continue to May 6th public hearing.

 

Mr. Cioppa made a motion to open the public hearing for the LW Houston LLC application and continue it to May 6, 2020. Mr. Clemence seconded the motion. The motion CARRIED by unanimous vote with no abstentions.

 

2.      Perlstein / Hamann, 119 Avondale Road, AP ‘162’ Lot ‘30’ Raze and re-build existing single -family residence. Dimensional Variance (§260-19).

 

Mr. Cioppa made a motion to open the public hearing for the Perlstein/Hamann application and continue it to May 6, 2020. Mr. Clemence seconded the motion. The motion CARRIED by unanimous vote with no abstentions.

 

H.                   PUBLIC HEARINGS NEW BUSINESS - Consider, discuss and act on application(s).

 

1.      DeCaro, 10 Albert Street, AP ‘36’ Lot’75’, Construction of a single- family residence. Dimensional Variance (§260-19).

 

Mr. Cioppa made a motion to open the public hearing for the DeCaro application and continue it to May 6, 2020. Mr. Clemence seconded the motion. The motion CARRIED by unanimous vote with no abstentions.

 

2.      Beattie, 170 Post Road, AP ‘111’ Lot ‘61C’, Ground mounted solar array, Special Use Permit (§260-34).  

 

Mr. Cioppa made a motion to open the public hearing for the Beattie application and continue it to May 6, 2020. Mr. Clemence seconded the motion. The motion CARRIED by unanimous vote with no abstentions.

 

3.      Burkholder, 250 Church Street, AP ‘45’ Lot ‘20’, Accessory Apartment, Special Use Permit (§260-34)

 

Mr. Cioppa made a motion to open the public hearing for the Burkholder application and continue it to May 6, 2020. Mr. Clemence seconded the motion. The motion CARRIED by unanimous vote with no abstentions.

 

4.      Kubicsko, 3 Essex Drive, AP ‘127’ Lot ‘83’, Construction of (2) sheds, Dimensional Variance (§260-19).

 

Mr. Cioppa made a motion to open the public hearing for the Kubicsko application and continue it to May 6, 2020. Mr. Clemence seconded the motion. The motion CARRIED by unanimous vote with no abstentions.

 

5.      Ritacco, 25 Railroad Avenue, AP ‘56’ Lot ‘53’ Parking Variance for change of use to mixed use, Special use permit for operation of an upholstery shop in a DCI zone. Dimensional Variance (§260-19), Special Use Permit (§260-34). 

 

Mr. Cioppa made a motion to open the public hearing for the Ritacco application and continue it to May 6, 2020. Mr. Clemence seconded the motion. The motion CARRIED by unanimous vote with no abstentions.

 

I.                      Adjournment

 

Mr. Cioppa made a motion to adjourn the meeting at 7:14 p.m. Mr. Clemence seconded the motion. The motion CARRIED by unanimous vote with no abstentions.
