Members: Larry Burns, Alan Martone

Staff Present: Administrative Zoning Official Martin Loiselle, Solicitor for Planning and Zoning Scott Levesque, Minute Taker Chloe Chenot,

and Information Technology Lanny Fuller

 

 

 

A.    CALL TO ORDER – Video

Mr. Cioppa called the meeting to order at 6:00 p.m.

 

B.     ROLL CALL - Video

 

1.      Mr. Cioppa introduced the board and read the Zoning Rules of Procedure into record

 

C.    APPROVAL OF MINUTES - Video

 

      1. November 12th, 2025 - The board reviewed the minutes from the November 12th meeting. Mr. Martone motioned to approve the minutes as submitted, and Ms. Robinson seconded the motion. The board was all in favor, and the minutes passed

 

D.    CHANGES TO THE AGENDA - There were no changes to the agenda

 

E.     NEW BUSINESS/PUBLIC HEARINGS - Consider, discuss, and act upon

 

1.      60 Rossini Road LLC, 60 Rossini Rd, AP ‘135’ Lot ‘121’, is seeking a 15.5” front yard setback request to construct an attached 8°x25’ covered front porch pursuant to (§260-33) Dimensional Variance Video

 

Mr. Loiselle read the narrative and stated that the zoning department supports the

application. Ms. Robinson inquired about the property’s market history and zoning ordinances. Mr. Cioppa swore in for testimony representatives of the application: Anthony Nenna, engineer, of On-Site Engineering Inc, 3 Crestview Drive, Westerly, RI 02891, and Joe Larken, builder, of JA Larken Company of Craftsmen, Westerly, RI 02891. Mr. Nenna provided an overview of the current site conditions before detailing the application. It was explained during testimony that the proposed covered porch will provide the applicants additional cover to the side entrance against inclement weather, and easier access when entering and exiting their home. Ms. Robinson inquired about the existing covered porch, and Mr. Nenna addressed the inquiry. No members of the public were present to provide comment.

The board was polled for discussion at 6:11 p.m. Members were in support of the project and did not need any additional information. Mr. Martone motioned to close the public hearing of this item at 6:11 p.m., and Mr. Burns seconded the motion. The board was all in favor, and the hearing was closed at 6:11 p.m. Ms. Robinson then provided a summary of the application and discussion from the public hearing. The board granted administrative authority to the Zoning Official to approve further non-material modifications to the approved plans. Ms. Robinson motioned to approve a 15.5’ front yard setback variance to construct a 32 square foot covered porch addition at 60 Rossini Road, pursuant to Section §260-33 “Variances” and §260 Attachment-10 “Schedule of Dimensional Regulations” of the Town of Westerly Zoning Ordinance, without conditions. Mr. Burns seconded the motion. The board was all in favor, and the variance was granted

 

2.      Ruth and Stephen Andrusko, 62 Kimball Ave, AP ‘151’ Lot °79’, is seeking a 6” southerly side yard, 16” rear yard, and 3.3’ height setback request to construct a 24’x28’ detached garage with the second story used for storage pursuant to (§260-33) Dimensional Variance Video

 

Mr. Cioppa swore in for testimony Anthony Nenna, engineer, of On-Site Engineering Inc, 3 Crestview Drive, Westerly, RI 02891. Property owners Ruth and Stephen Andrusko were also introduced. Mr. Loiselle read the narrative and stated that the zoning department supports the application. Mr. Burns asked for clarification of the Accessory structure and height dimension modifications. Mr. Loiselle addressed the inquiry

Mr. Nenna began testimony by distributing a narrative to board members, entered into the record by Mr. Levesque as Applicant’s Exhibit 1. Mr. Nenna then reviewed the site plans and current conditions, including the project’s stormwater, utilities, Rhode Island Department of Environmental Management requirements, impervious surface, and cohesiveness with the surrounding neighborhood. Mr. Nenna explained that the proposed garage would provide additional storage space, and cover for vehicles during the winter months. It was highlighted that the applicants have not had a garage since owning the home. No members of the public were present to provide comment.

The board was polled for discussion at 6:31 p.m. Members were in support of the project and did not need any additional information. Ms. Robinson motioned to close the public hearing at 6:32 p.m., and Mr. Burns seconded the motion. The board was all in favor, and the hearing was closed at 6:32 p.m. Ms. Robinson then provided a summary of the application and discussion from the public hearing. The board granted administrative authority to the Zoning Official to approve further non-material modifications to the approved plans. Mr. Burns motioned to approve a 6’ left side yard, 16’ rear yard, and 3.3’ height setback variance, to construct a 24’x28’ detached garage with a 2nd floor used for storage at 62 Kimball Avenue, pursuant to Section §260-33 “Variances” and §260 Attachment-10 “Schedule of Dimensional Regulations” of the Town of Westerly Zoning Ordinance, with no following conditions. Ms. Robinson seconded the motion. The board was all in favor, and the variance was granted

 

F.     CONTINUED BUSINESS – There was no discussion

 

G.    APPLICATIONS DECLARED COMPLETE - Waivers granted and scheduled for public hearing. Information only, no action to be taken

 

1.      Kenneth Thomas, 21R Nichols Lane, AP ‘18’ Lot ‘104A’, is seeking an 18.5’ front yard and 19’ rear yard variance request for the construction of a new single-family dwelling consisting of three bedrooms, one full bath, one half bath and a new driveway per Town standards. (§260-33) Dimensional Variance

 

H.    STAFF COMMENTS – Video

 

            Board members discussed the 2026 Zoning Board Meeting Calendar. Mr. Martone motioned to approve the calendar, and Ms. Robinson seconded the motion. The board was all in favor, and the motion passed unanimously

 

I.       ADJOURNMENT – Video

 

Mr. Cioppa entertained a motion to adjourn the meeting at 6:39 p.m. Ms. Robinson moved the motion, and Mr. Martone seconded the motion. The board was all in favor, and the meeting adjourned at 6:39 p.m.
