Zoning Board Regular Meeting- Meeting Minutes

Members Present: Chair Larry Cioppa, Vice Chair Dawn Robinson,

Members: Larry Burns, Alan Martone, Lori Moore (Alternate), and Leonard Saponare (2nd Alternate)

 

Members Absent: Jeffrey Russo

 

Staff Present: Solicitor for Planning and Zoning Scott Levesque, Administrative Zoning Official Martin Loiselle, Minute Taker Chloe Chenot, and Information Technology Lanny Fuller

 

 

A.    CALL TO ORDER: Chair Larry Cioppa called the meeting to order at 6:00 p.m. Video

B.     ROLL CALL: Video

1.      Mr. Cioppa introduced the board and read the Zoning Rules of Procedure into record. There were no changes to the agenda.
 

C.    APPROVAL OF MINUTES: January 8th, 2025 Video

    1. Mr. Martone moved a motion to approve the minutes from the January 8th meeting, and Ms. Robinson seconded the motion. The board was all in favor, and the motion passed unanimously

D.    CONTINUED BUSINESS: Consider, discuss, and act upon schedule changes for applications Video

 

1.    South County Survey, c/o Margaret Lawlor Lamb, 67 Wagner Road, AP ‘135’, Lot ‘55’, is seeking a 14.8’ front yard variance for the construction of a 468 square foot garage attached to the existing single-family dwelling on the southeasterly corner

 

Administrative Officer Loiselle read the narrative of the application and stated that the Zoning Department supports the application.

James Calderone, Professional Land Surveyor and Owner of South County Survey Company, was present to speak on behalf of the applicants, Penny and John Lamb of 67 Wagner Road, Westerly, RI 02891. Mr. Calderone was sworn in as an expert and explained that the setback is necessary to adhere to recent state law changes. The Zoning Board asked questions, and Mr. Calderone provided feedback. The property owner, Thomas J. Lamb, was also sworn in and spoke on this application. Mr. Lamb explained that the one-car garage addition would allow him and his wife to operate a consulting business out of their home, and that individuals may come to the property for consultation. No members of the public were present to provide comments. 

The board was polled to discuss approval of this item. The board was all in favor of approval and satisfied with the material presented. Ms. Moore motioned to close the public hearing at 6:14 p.m., and Mr. Burns seconded the motion. The board was all in favor, and the motion carried unanimously. The public hearing was closed at 6:14 p.m.

Ms. Robinson summarized the application and discussion from the public hearing. The board granted administrative authority to the Zoning Official to approve further nonmaterial modifications to the approved plans.

Ms. Robinson motioned to approve a 14.8’ foot front yard setback variance to construct one car garage and second floor office, pursuant to §260-33 “Variances”, and §260 attachment-10 “Schedule of Dimensional Regulations” of the Town of Westerly Zoning Ordinance. Mr. Martone seconded the motion. There were no additional conditions to approve. The board was all in favor, and the motion carried unanimously.

 

E.     NEW BUSINESS: Applications declared complete; waivers granted and scheduled for public hearing. Informational only, no action to be taken.

H.    ADJOURNMENT- Ms. Robinson motioned to adjourn the meeting at 6:22 p.m., and Mr. Martone seconded the motion. The board was all in favor, and the motion carried unanimously. The meeting was adjourned at 6:22 p.m. Video
