Zoning Board Regular Meeting- Meeting Minutes

Members Present: Chair Larry Cioppa, Vice Chair Dawn Robinson,

Members: Alan Martone, and Alternate Leonard Saponare (Acting as Full-Member)

 

Absent: Members Lori Moore, Larry Burns, and Alternate Stuart Miller

 

Staff Present: Administrative Zoning Official Martin Loiselle, Solicitor for Planning and Zoning Scott Levesque, Minute Taker Chloe Chenot,

and Information Technology Lanny Fuller

 

 

 

A.    CALL TO ORDER – Mr. Cioppa called the meeting to order at 6:06 p.m. Video

 

B.     ROLL CALL - Video

 

1.      Mr. Cioppa introduced the board and read the Zoning Rules of Procedure into record

 

C.    APPROVAL OF MINUTES - Video

 

1.      September 10th, 2025

 

A quorum of those in attendance at the September 10th meeting was not reached. The minutes will be tabled to the November 12th regular meeting

 

D.    CHANGES TO THE AGENDA - There were no changes to the agenda

 

E.     NEW BUSINESS/PUBLIC HEARINGS - Consider, discuss, and act upon Video

 

1.      RJS & T LLC, 3 Crown St, AP ‘78’ Lot ‘100’, is seeking a 10’ front yard setback request to construct an attached 216 square foot covered front porch pursuant to (§260-33) Dimensional Variance

 

Mr. Loiselle read the narrative and stated that the zoning department supports the application. There were no questions of the narrative from board members.

Mr. Cioppa swore in for testimony homeowner Joseph F Grispino, and Anthony Nenna, Engineer, of On-Site Engineering Inc, 3 Crestview Drive, Westerly, RI 02891. Mr. Nenna briefly summarized the property’s history, its current conditions, and the site plans. It was highlighted during testimony that the porch addition would add character, and be more cohesive to other homes in the neighborhood. Mr. Nenna distributed concept images of the front porch addition, marked as Applicant’s-1 by Mr. Levesque. Mr. Grispino emphasized that the porch would provide additional coverage when entering and exiting the home. There were no members of the public present to provide comments.

The board was polled for discussion at 6:18 p.m. Board members were in support of the project and did not need any additional information. Ms. Robinson motioned to close the public hearing at 6:19 p.m., and Mr. Martone seconded the motion. The board was all in favor, and the hearing was closed at 6:19 p.m.

Mr. Martone then provided a summary of the application and discussion from the public hearing. The board granted administrative authority to the Zoning Official to approve further non-material modifications to the approved plans. Mr. Martone then motioned to approve a 10’ front yard setback variance to construct a 216 square foot covered front porch addition at 3 Crown Street, pursuant to Section §260-33 “Variances” and §260 Attachment-10 “Schedule of Dimensional Regulations” of the Town of Westerly Zoning Ordinance, with no conditions. Ms. Robinson seconded the motion, and the variance was granted

 

F.     CONTINUED BUSINESS – There was no discussion

 

G.    APPLICATIONS DECLARED COMPLETE - Waivers granted and scheduled for public hearing. Information only, no action to be taken

 

1.      McCaslin Real Estate LLC (Westerly Agway), 31 Friendship Street, AP ‘46’ Lot ‘142’, is seeking a 13’ front yard setback variance to construct a 30’x41’ (1,230 s.f.) greenhouse on the front of the building, pursuant to (§260-33) Dimensional Variance

 

H.    STAFF COMMENTS – There was no discussion

 

I.       ADJOURNMENT – Mr. Cioppa entertained a motion to adjourn the meeting at 6:26 p.m.  Ms. Robinson moved the motion, and Mr. Martone seconded. The board was all in favor, and the meeting adjourned at 6:26 p.m. Video
