Members Present: Chair Larry Cioppa, Vice Chair Dawn Robinson,

Members: Larry Burns, Alan Martone, Lori Moore, Alternate: Stuart Miller

 

Absent: Solicitor for Planning and Zoning Scott Levesque

 

Staff Present: Administrative Zoning Official Martin Loiselle, Solicitor for Planning and Zoning James Murphy, Minute Taker Chloe Chenot

and Information Technology Lanny Fuller

 

 

A.    CALL TO ORDER – Video

Mr. Cioppa called the meeting to order at 6:00 p.m.

 

B.     ROLL CALL –

Mr. Cioppa introduced the board and read the Zoning Rules of Procedure into record

 

C.    APPROVAL OF MINUTES – Video

 

1.      April 8th, 2026- The board reviewed the minutes from the April 8th meeting. Mr. Martone motioned to approve the minutes, and Ms. Robinson seconded the proposed motion. The board was all in favor, and the minutes passed

 

D.    CHANGES TO THE AGENDA –

There were no changes

 

E.     CONTINUED BUSINESS/PUBLIC HEARINGS –

No new business to discuss

 

F.     NEW BUSINESS/PUBLIC HEARINGS – Video

 

1.       The Richard and Karen Aiken Revocable Trust. 3 St Clare Way, Westerly, RI 02891, Plat ‘164’ Lot ‘205’, Zone HDR-10, have applied for a 5.2’ front year and 22’ rear yard setback variance request for the construction of a 1040 square foot addition for a proposed family room and a two-car garage with a sewing room above in accordance with the provisions of the Westerly Zoning Ordinance § 260-33 Variances

 

Mr. Loiselle read the narrative and stated that the zoning department supports the application. There were no questions of the narrative from board members.

Attorney Todd Romano was present to represent this matter. Other members of the application present included: Sergio Cherenzia, engineer of record, Cherenzia and Associates, 99 Mechanic Street, Pawcatuck, CT 06379, and Richard and Karen Aiken, property owners, 3 St. Clare Way, Westerly, RI 02891. Mr. Romano provided a summary of the application. Mr. Cioppa then swore in for testimony Karen and Richard Aiken. The applicants shared that the proposed additions would allow more space to continue passions, accommodate their growing family, protect property from inclement weather, and make the home a more permanent residence, as it is currently used seasonally. Mr. Cherenzia reviewed the site plans, and board members posed inquiries about garage history, and the current shed location to the property line. No members of the public were present to provide comments. With no further questions, Mr. Cioppa polled the board at 6:32 p.m. Members were all in favor of the project and did not need any additional information. Ms. Robinson motioned to close the public hearing of this item at 6:34 p.m., and Mr. Burns seconded the motion. The board was all in favor, and the public hearing was closed at 6:34 p.m.

Ms. Moore then provided a summary of the application and discussion from the public hearing. The board granted administrative authority to the Zoning Official to approve further non-material modifications to the approved plans. Ms. Moore motioned to approve a 5.2’ Front Yard Setback variance, and a 22’ Rear Yard Setback variance to construct an addition that includes a two-car garage, a family room, and a sewing room at 3 St. Clare Way, pursuant to Section §260-33 Variances and 260 Attachment 10 - Schedule of Dimensional Regulations of the Town of Westerly Zoning Ordinance, with no conditions.  Ms. Robinson seconded the motion. The board was all in favor, and the motion carried unanimously

H.    STAFF COMMENTS –

There was no discussion

 

I.       ADJOURNMENT – Video

Mr. Cioppa entertained a motion to adjourn the meeting at 6:41 p.m. Ms. Robinson moved the motion, and Mr. Burns seconded the motion. The board was all in favor, and the meeting adjourned at 6:41 p.m.

 

 

The July 8th regular meeting scheduled for 6:00 p.m. is cancelled
