There shall be a finance department, the head of which shall be the finance director who shall be appointed by the mayor.
The finance director shall be the chief financial officer of the city and shall have had such training and experience in accounting, budgeting or management, either in public or private business, as will qualify him for the duties which he is required to perform.
The finance department and the director shall cause to be exercised and performed the powers and duties relating to the functions and services of budgeting, accounting, purchasing, treasury, collections, personnel, data processing and assessing. (Election of 5-24-77)
The finance department shall have authority and shall be required:
(a) To supervise and be responsible for the disbursement of all monies and have control over all expenditures.
(b) To maintain a general accounting system for the city and each of its offices, departments and agencies.
(c) To prescribe the forms of receipts, vouchers, bills and claims used by city offices, departments and agencies. (Election of 11-6-01)
(d) To audit and approve before payment all bills, invoices, payrolls and other evidences of claims demands or charges against the city or any city department or agency and to determine their regularity, legality and correctness.
(e) To inspect and audit any accounts or records of financial transactions maintained by any office, department or agency, or any agency receiving an appropriation from the city, which are apart from or subsidiary to the general accounts.
(f) To collect all taxes, special assessments, city license fees and other revenues which are due or owing to the city, except those fees which by law must be collected by another department.
(g) To prepare and maintain a classification plan and compensation plan based on the duties, authority and responsibility of positions, to certify payrolls, and to administer any personnel provisions of the budget or of a personnel ordinance adopted in accordance with the budget.
The powers and duties of the city controller/deputy finance director shall include, but not be limited to, the following:
(1) To supervise and be responsible for all disbursement of monies and have control over all expenditures to ensure that budget appropriations are not exceeded.
(2) To maintain a general accounting system for the city government and each of its offices, departments and agencies; keep records for and exercise financial and budget control over each department, office and agency; keep separate accounts for the items of appropriations contained in the city budget and the allotments thereof.
(3) To examine all contracts, purchase orders and other documents which involve financial obligations against the city, and approve the same only upon ascertaining that monies have been appropriated and allotted, and that an unexpended and unencumbered balance is available in such appropriations and allotment to meet the same.
(4) To audit before payment of all bills, invoices, payroll and other claims, demands or charges against the city, and approve the same only if proper, legal and correct.
(5) To require reports of receipts and disbursements from each receiving and spending agency of the city government to be made daily or at such intervals as the controller may deem necessary.
(6) To inspect periodically and audit the accounts and records of financial transactions maintained in each department, office and agency of the city.
(7) To prescribe the times at and the manner in which monies received by any department, office or agency of the city and shall be paid to the city treasurer or deposited to an account under his or her control to the credit of the city.
(8) To perform such assignments as shall be made by the finance director.

The finance department shall prepare a monthly statement of receipts and disbursements in sufficient detail to show the exact financial condition of the city and each department or agency thereof. Within three (3) months following the close of each fiscal year, the department shall prepare and publish a comprehensive annual report containing a complete statement of the financial operations and indebtedness of the city during the fiscal year.
All such monthly annual statements shall include comparisons of actual receipts and disbursements to the amounts budgeted and the prior year’s receipts disbursements for the comparable period. The statements may also include additional information such as percentage changes and cash flow. (Election of 11-3-88)

There shall be in the department of finance a city treasurer who shall be appointed or designated by the finance director.
The city treasurer shall have custody of all public monies and funds belonging to or under the control of the city and shall deposit all monies and funds coming into his hands in such depositories as may be designated by resolution of the council or by the mayor if no such resolution is adopted. The city treasurer shall disburse the monies and funds of the city upon proper authorization.
(a) The city treasurer shall have custody of all investments and invested funds of the city or which are in the possession of the city in a fiduciary capacity.
(b) He shall invest the monies and funds of the city in the manner provided by ordinance and shall have the safekeeping of the bonds and notes of the city and the receipt and delivery of bonds and notes of transfer, registration, and exchange.
(c) The council, by ordinance, shall provide for an investment board of five (5) members to advise and direct the city treasurer in the investment of the city’s funds. Such investment board shall include three (3) members who are qualified electors of the city. (Election of 11-5-02)
The city treasurer shall be the collector of taxes.
