December 2, 1997 - Organizational Meeting of the City Council 

 

Tuesday,  December 2, 1997

 

At the inauguration of the City of Woonsocket, in the County of Providence, State of Rhode Island on Tuesday, December 2, 1997 at 8 P.M. in the Woonsocket Senior High School Auditorium.

 

The ceremonies were preceded by a concert by the Woonsocket Senior High School Band.

 

The Star Spangled Banner is presented by the Woonsocket Senior High School Band.

 

The salute to the flag is led by the children, grandchildren and nieces of city officials.

 

The invocation is delivered by Brother Clifford King, SC.

 

A musical interlude is presented by Nicholas Ferrer, Jr.

 

Noel Pincince and Constance M. Laprade are master and mistresses of ceremonies and welcome the guests.

 

The certificates of election of the Mayor, City Council and School Committee are read by James N. Allam, Chairman of the Board of Canvassers and Resgistration.

 

Edward Nunes administers the oath of office to Mayor Susan D. Menard

 

Lt. Governor Bernard Jackvony administers the oath of office to Councillors: Leo T. Fontaine, Roger G. Jalette, Sr., J. Michel Martineau, Roger R. Nault and Suzanne E. Pouliot.

 

Municipal Court Judge Lloyd R. Gariepy administers the oath of office to Councilman Normand J. Laliberte Jr. and Suzanne J. Vadenais.

 

Robert J. Fontaine, Executive Director of the Board of Elections administers the oath of office to School Committee members Edward J. Chmiel, Denis H. Fortier, Deborah T. Heath, Michael M. Lavigne and John F. Ward.

 

Mayor Menard then delivers her inaugural address.

 

A solo is presented by Manuel Brandao.

 

The organizational meeting of the City Council is held immediately following the rendition.

 

City Clerk Pauline S. Payeur takes the Chair and calls the meeting to order.  All council members are present.

 

The Chair announces that the first order of business will be the election of a president for the City Council.

 

Councilman Jalette nominates Councilman Fontaine for president.

 

Upon motion of Councilman Laliberte seconded by Councilman Martineau it is voted to close nominations, a voice vote on same being unanimous.

 

The nominee Councilman Fontaine is voted on and appointed on a 5-2 roll call vote with Councillors Laliberte and Vadenais voting no.

 

Councilwoman Pouliot nominates Councilman Jalette for vice president. 

 

Councilman Jalette’s nomination is voted on and passed on a 4-3 roll call vote with Councillors Laliberte, Martineau and Vadenais voting no.

 

A motion is made by Councilman Laliberte seconded by Councilwoman Pouliot that the rules of order be adopted as presented, a voice vote on same being unanimous.

 

97 M 14           A communication from Mayor appointing her directors and administrative aide is read by title, and

 

Upon motion of President Fontaine seconded by Councilman Laliberte it is voted that the communication be received and placed on file.

 

97 R 100         A resolution reappointing Howard R. Croll as Probate Judge for the City of Woonsocket is read by title, and

 

Upon motion of Councilman Jalette seconded by Councilmen Laliberte and Nault it is voted that the resolution be passed, a roll call vote on same being 6-1 with Councilwoman Pouliot voting no.

 

97 R 101         A resolution reappointing Lloyd R. Gariepy as Municipal Court Judge for the City of Woonsocket is read by title, and

 

Upon motion of Councilman Laliberte seconded by Councilman Jalette it is voted that the resolution be passed, a roll call vote on same being unanimous.

 

97 R 102         A resolution appointing Edward O. Boucher as alternate Municipal Court Judge for the City of Woonsocket is read by title, and

 

Upon motion of Councilman Jalette seconded by Councilman Nault it is voted that the resolution be passed, a roll call vote on same being 5-2 with Councillors Martineau and Vadenais voting no.

 

Edward O. Boucher was sworn in by the City Clerk as Alternate Municipal Court Judge.

 

 

Upon motion of Councilman Martineau seconded by Councilman Laliberte it is voted that the meeting be and it is hereby adjourned at 9:15 P.M.
