February 15, 2010 - Regular City Council Meeting

 

Monday, February 15, 2010

 

At a regular meeting of the City Council, in the City of Woonsocket, County of Providence, State of Rhode Island in Harris Hall on Monday, February 15, 2010 at 7 P.M.

 

Six members are present.  Councilman Jalette was absent.

 

The following persons addressed the council under citizens good and welfare: Bruce Burlingame, Pauline Riel, Charles Souders, Sharon Givens.

 

Upon motion of Councilwoman Brien seconded by Councilman Schneck it is voted that the minutes of the regular meeting held February 1st be approved as submitted, a voice vote on same being unanimous.  

 

Upon motion of Councilwoman Brien seconded by Councilman Schneck it is voted that the consent agenda be approved as submitted, a voice vote on same being unanimous.

 

The following items were listed on the consent agenda:

 

10 CO 9         Opinion of City Solicitor regarding claim of Perry A. Ebel.

 

10 CO 10       A communication from Planning & Development Director regarding ordinance to update permit fees.

 

10 CO 11       A communication from Economic Development Director submitting monthly report.

 

10 CP 12       Claim of Atty. Timothy A. Williamson for services rendered to the City.

 

10 CP 15       A claim of Perry Ebel against the City for blockage in sewer line.

 

A continued show cause hearing was held on Bocce Club, 226 St. Louis Avenue.

 

Upon motion of Councilman Beauchamp seconded by Councilman Gendron it is voted that the show cause hearing be continued to April 19, 2010, a voice vote on same being unanimous.

 

A continued show cause hearing was not held on O’Neill’s 27 Tavern, 33 Arnold Street as the establishment came into compliance.

 

A continued show cause hearing was not held on St. Ann’s Arts & Cultural Center, 84 Cumberland Street as the establishment came into compliance..

 

10 LC 5          An application of Ducharme Jewelry Coins Collectibles to hold second hand dealer at 999 Cass Avenue, which was advertised for hearing on this date, is read by title, and

 

Upon motion of Councilman Schneck seconded by Councilman Beauchamp it is voted that the license be granted, a voice vote on same being unanimous.  Larry Ducharme addressed the council.

 

10 LC 6          Upon motion of Councilman Schneck seconded by Councillors Brien and Gendron it is voted that the following licenses be granted, a voice vote on same being unanimous: 1 application for renewal of street vendor license, 2 applications for renewal of quarterly entertainment licenses and 1 application for second class victualing license

 

10 CP 11       A request of Woonsocket Pony Baseball to hold tag day license on May 22nd with a rain date of May 29th is read by title, and

 

Upon motion of Councilman Schneck seconded by President Ward it is voted that the request be granted, a voice vote on same being 5-1 with Councilwoman Vadenais voting no.

 

10 CP 13       A request of Post, VFW to hold tag day on April 10th with a rain date of April 24, 2010 is read by title, and

 

Upon motion of Councilman Schneck seconded by Councilman Beauchamp it is voted that the request be granted, a voice vote on same being 5-1 with Councilwoman Vadenais voting no.

 

10 CP 14       A request of Knights of Columbus to hold tag day on June 5th with a rain date of June 19th is read by title, and

 

Upon motion of Councilman Beauchamp seconded by Councilman Gendron it is voted that the request be granted, a voice vote on same being 5-1 with Councilwoman Vadenais voting no.   

 

The following remarks are made under good and welfare:

 

President Ward stated that a work session was held with the school committee to discuss their proposed budget.  He spoke about lawsuit filed with the state regarding fair funding.  He thanked Finance Director for budget report.

 

Councilman Beauchamp thanked and commended Mayor for filing lawsuit against the state.  He thanked Planning Board and Planning Director for continuing comprehensive plan for 30 days.  He offered prayers and condolences to everyone involved with tragic Warwick fire.

 

Councilwoman Brien extended her sympathies to Baldelli family and other families involved in tragic fire.  She thanked Mayor for filing lawsuit.  She spoke about claim filed by Attorney Williamson.  She asked Police Chief about safety concerns at Costa Park.  She asked about funds spent at skating rink.

 

Councilman Gendron thanked Mayor for filing lawsuit.  He spoke about meeting on comprehensive plan and increasing interest.  He spoke to Police Chief about noise issues.  He spoke about tour of water treatment plant and requested tour of Pawtucket water plant.  He spoke about inaugural ball to be held on February 27.

 

Councilman Schneck offered condolences to local families who lost their children.  He thanked Mayor for lawsuit for motor vehicle phase out funds.  He thanked those who arranged tour of Cambridge water plant.  He spoke about request for funds for clean up of Ocean State Finishing site.  He spoke to Mayor about site for a new water plant.  He congratulated Police Chief on being King Jace.

 

Councilwoman Vadenais offered her sympathies to Baldelli family, Jillson family and other families.  She spoke about meeting with school committee and expressed her frustrations at mandates.

 

10 O 4            An ordinance in amendment of Chapter 13 entitled “Licenses and Permits” which was passed for the first time on February 1st, is read by title, and

 

Upon motion of Councilman Beauchamp seconded by Councilwoman Brien it is voted that the ordinance be passed, a roll call vote on same being unanimous.

 

10 O 5            An ordinance in amendment of Chapter 7 entitled “Building Regulations” (Fees) is read by title, and

 

Upon motion of Councilman Schneck seconded by Councillors Vadenais and Beauchamp it is voted that the ordinance be passed for the first time, a roll call vote on same being unanimous.

 

10 O 6            An ordinance amending the job creation incentive program for the City of Woonsocket is read by title, and

 

Upon motion of Councilman Schneck seconded by Councilman Beauchamp it is voted that the ordinance be passed for the first time, a roll call vote on same being unanimous. 

 

10 R 18          A resolution reappointing Normand G. Frechette as a member of the Zoning Board of Review is read by title, and    

 

Upon motion of Councilman Beauchamp seconded by Councilman Schneck it is voted that the resolution be passed, a voice vote on same being unanimous.

 

10 R 19          A resolution reappointing Joseph E. Brillon as a member of the Board of Assessment Review is read by title, and

 

Upon motion of Councilman Schneck seconded by Councilwoman Brien it is voted that the resolution be passed, a voice vote on same being unanimous.

 

10 R 20          A resolution in support of General Assembly bills is read by title, and

 

Upon motion of Councilwoman Vadenais seconded by Councillors Brien and Beauchamp it is voted that the resolution be passed and to combine resolution 10 R 29 with this resolution, a voice vote on same being unanimous.

 

10 R 21          A resolution authorizing Finance Director and Police Chief to enter into a contract with Souther Folger Detention Equipment Company was withdrawn.

 

10 R 22          A resolution granting permission to Museum of Work & Culture to use River Island Park on September 6, 2010 for the purpose of holding a Labor Day Open House Event is read by title, and

 

Upon motion of Councilman Beauchamp seconded by Councilmen Gendron and Schneck it is voted that the resolution be passed, a voice vote on same being unanimous.    

 

10 R 23          A resolution authorizing abatement and or rebatement of certain taxes in accordance with the decisions rendered by the tax board of assessment review is read by title, and

 

Upon motion of Councilwoman Brien seconded by Councilman Schneck it is voted that the resolution be passed, a voice vote on same being unanimous.

 

10 R 24          A resolution authorizing abatement and or rebatement of certain taxes in accordance with the decisions rendered by the tax board of assessment review is read by title, and

 

Upon motion of Councilman Schneck seconded by Councilwoman Brien it is voted that the resolution be passed, a voice vote on same being unanimous.

 

Upon motion of President Ward seconded by Councilwoman Vadenais it is voted that the following three resolutions be passed, a voice vote on same being unanimous.

 

10 R 25          A resolution authorizing abatement and or rebatement of certain taxes in accordance with the decisions rendered by the tax board of assessment review.

 

10 R 26          A resolution authorizing abatement and or rebatement of certain taxes in accordance with the decisions rendered by the tax board of assessment review.

 

10 R 27          A resolution authorizing abatement and or rebatement of certain taxes in accordance with the decisions rendered by the tax board of assessment review.

 

10 R 28          A resolution authorizing acceptance of an easement from CVS Pharmacy Inc. for property known as Assessor’s Plat 51, Lots 53 and 55 (2100 Park East Drive) is read by title, and

 

Upon motion of Councilman Schneck seconded by Councilman Gendron it is voted that the resolution be passed, a voice vote on same being unanimous.

 

Upon motion of Councilwoman Brien seconded by Councilman Schneck it is voted that the meeting be and it is hereby adjourned at 9:17 P.M.
