TOWN COUNCIL MEETING, MONDAY, NOVEMBER 1, 2021
· The Annual Friends of the Barrington Public Library Book Sale: Thursday, November 4 – Sunday, November 7th: Thursday: 4-8:00pm (members only); Friday: 9-4:30pm Saturday: 9-4:30pm and Sunday: 12-4:00pm. Masks are required.
· Tree Lighting: Saturday, December 4, 2021, at the Town Hall 2–5:00pm.
· Tree Planting & Removal: 80 trees removed, and 93 trees planted.
Motion:
To accept the Consent Agenda, Items #4 – #12 as presented.
· Housing Board of Trustees: (1 vacancy: 3rd alternate (term expiration date of October 31, 2024))
o Interview: Colby Hansen
Motion: To appoint Colby Hansen as 3rd alternate to the Housing Board of Trustees with a term to expire on October 32, 2024.
· Senior Services Advisory Board: 1 vacancy: 2nd alternate (term expiration February 28, 2024)
§ Interview: Theresa Shireman
Motion: To appoint Teresa Shireman as 2nd alternate to the Senior Services Advisory Board with a term to expire on February 28, 2024.
· Zoning Board of Review: (3 vacancies: 1st (term expiration December 31, 2025) 2nd (term expiration December 31, 2024) and 3rd (term expiration December 31, 2025)
§ Interview: Waffa Freij, Karen Pringle, Cara Pomeranz, Katherine Quinn, Jonathan Weinstein and Clark Wescott
Motion: To appoint __________________ a 1st alternate to the Zoning Board of Review with a term to expire on December 31, 2025.
Motion: To appoint __________________ a 2nd alternate to the Zoning Board of Review with a term to expire on December 31, 2024.
Motion: To appoint __________________ a 3rd alternate to the Zoning Board of Review with a term to expire on December 31, 2025.
Motion: To grant, but not issue liquor license renewals, contingent upon compliance with all state and municipal statutes and that all proper paperwork has been filed applicable to liquor licenses.
TM Comment: Request is for the acceptance of two undeveloped rights of way as Town property:
· 20-foot-wide parcel down to the Barrington River from Opechee Drive.
· 40-foot-wide paper street of Woodward Avenue from Bowden Avenue to the Barrington River.
· Ownership by the Town is required to construct water quality improvements.
Motion:
To accept the following undeveloped rights of way for construction of water quality improvements:
· 20-foot-wide parcel down to the Barrington River from Opechee Drive.
· 40-foot-wide paper street of Woodward Avenue from Bowden Avenue to the Barrington River.
TM Comment: The Town of Barrington has been named as a beneficiary from the estate of Concetta Marie Masiello in the amount of $202,804.20. These funds are unrestricted and can be applied to any of the Town accounts.
Motion:
To authorize the deposit of $202,804.20 from the estate of Concetta Marie Masiello to the __________________ account.

Motion:

· INTRODUCTION:
v 2021-22 An Ordinance Amendment to Chapter 185 Zoning, Article XVIII Restaurants with Outdoor Seating Areas
TM Comment:
Motion: To introduce Ordinance Amendment 2021-22 to Chapter 185 Zoning, Article XVIII Restaurants with Outdoor Seating Areas, advertise for three (3) consecutive weeks in the Barrington Times and schedule a public hearing on Monday, December 6, 2021.
· PUBLIC HEARING:
v 2021-18 An Ordinance Amendment to Chapter 41 Police Department Rules and Regulations to add §41-101 Relief of Injured and Deceased Police Officers
TM Comment: RI General Laws Section 45-19-15 enables local municipalities to make a special appropriation to surviving partners or dependents of deceased police officers and fire fighters in a sum not to exceed $5,000. Ordinance as proposed would apply retroactively to the surviving widow of a Barrington police officer who deceased within a year prior to enactment.
Motion: To adopt Ordinance Amendment 2021-18 to Chapter 41 Police Department Rules and Regulations to add §41-101 Relief of Injured and Deceased Police Officers and Fire Fighters.
v 2021-21 Renewal of Ordinance DECLARATION OF EMERGENCY
TM Comment: Renewal is requested for two reasons:
1. To allow for future emergency funding reimbursement opportunities due to the continued Emergency Declaration. RIEMA advises that it is unknown if future stimulus packages would require an active emergency declaration to qualify for fiscal support.
2. Requirement to have the ability to instantaneously enact emergency orders for the health and safety of the Town of Barrington residents.
If renewed, the Declaration of Emergency would expire on December 15, 2021. Any further renewal would be determined at the December 6, 2021, Town Council meeting.
Motion:
To adopt 2021-21 Renewal of Declaration of Emergency, as presented.
v Award Bid for Website Design (P. Hervey)
TM Comment: The last major update of the Town website was in early 2014, replacing the original website created
in the late 1990s. The site is now archaic in its presentation, user friendliness and adaptability. After extensive research of other municipalities websites, it was determined that Westerly and South Kingstown had very effective websites that were developed by CivicPlus through a GSA contract award expiring on, December 2022.
Motion:
To approve a bid from CivicPlus of Manhattan, KS, in the amount of $22,320.01 to develop a new Town website with funding to come from unrestricted American Rescue Plan funds
