4.           Land Acknowledgement:

“Aquene (Peace) We recognize the unique and enduring relationship that exists between Indigenous Peoples and their traditional territories. 5.           DISCUSS AND ACT ON THE CONSENT AGENDA: 

All items with an asterisk (*) are routine by the Town Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member or citizen so requests, and the request is for good cause in which event the item will be removed from the consent agenda and will be considered in its normal sequence on the agenda. 6.           *Receive Updates and Events (See Town Manager’s Memo):

·        October 1, 2024- September 30, 2025– 63 trees removed/ 77 trees planted

·        Shineharmony – Belton Court/Zion Development Application: No hearings will be scheduled until the application has been reviewed and acknowledged as complete by the Planning Department

 

7.           *Accept: Resignations:

·        Bicycle and Pedestrian Advisory Committee: Lisa Watts effective immediately

·        Resilience and Energy Committee: Rickie Sonpal effective immediately

 

8.           *Approve: Reappointments to Boards and Commissions:

·        Bicycle-Pedestrian Advisory Committee:

o  Torsten Mayer-Rothbarth moving from Alternate to Full Member, term expiration date of March 31, 2028

·      Cemetery:

o   Michael Soyka reappointed as a full member with term expiration date of November 30, 2028

·     Juvenile Hearing Board:

o   Kara Humm reappointed as a full member, with term expiration of November 30, 2028

o   Philip Swintak reappointed as a full member, with term expiration of November 30, 2028

·        Resilience & Energy Committee:

o    Kim Cobb moving from Alternate to Full Member with term expiration of November 30, 2028

 

9.           *Accept Monthly Department Reports (July and August): 

Business and Finance, Fire, Human Resources, Library, Police/Animal Control, Department of Public Works, Planning/Building and Resiliency, Recreation, Senior Services, Tax Assessor and Town Clerk

(To declare the following items as surplus property and authorize the Town Manager, at his discretion, to dispose of this property (discard) if it is not practical to sell per Chapter 49 of the Town Ordinances):

14.        Discuss and Act:  Interviews and Appointments: 

·        Barrington 250th Ad Hoc Committee: (2 vacancies 1 vacancy from Preservation; 1 alternate with term expiration of December 1, 2027)

o   Interview: Jennifer Boylan

·        Resilience & Energy Committee: (1 Vacancy: 1st  alternate with term expiration date of November 30, 2027)

o   Interview: Jessica Allen

 

15.        Discuss, and Act: Request for Town Council Contingency Funds to Support Soul Force Event

16.        Resolution to Support Designation of Proposed Sowams National Heritage Area 

17.        Discuss and Act: Veterans Memorial Park Bicycle/Pedestrian Connector Project

18.        Discuss and Act: Update to Parks and Recreation Commission Bylaws

19.        Discuss and Act: Parks and Recreation Committee (PRC) Recommendations:

a.      Increase dog license fee by $2.00 per dog with the increase in fees allocated to dog waste disposal. (Additional $1,500 in annual funding for dog waste removal fees.)

b.      Increase fines for leash law violations

c.      Provide (4) heavy-duty free-standing benches, access to electricity, and access to potable water for the Town’s Temporary Dog Park if it becomes permanent.

c.      Mussachuck Creek Corridor Study-Authorization to negotiate a contract with the Preferred Consultant

d.      Update on Composting Program by Stella Piasecki of Eastern RI Conservation

e.      Proposal to Make 2nd Dog Park Permanent and Dedication of Dog Park

f.       Authorize Extension of Electricity Supply Agreement. Barrington Community Electricity Program - NextEra Energy Supply Contract Recommendation (Good Energy)

g.      Increase to Veteran’s Tax Exemption: Veterans Advisory Committee

 

22.        Adjourn Town Council Meeting

 

The Town of Barrington will provide accommodations needed to ensure equal participation in all meetings.
