4.     DISCUSS AND ACT ON THE CONSENT AGENDA:  All items with an asterisk (*) are routine by the Town Council and will be enacted by one motion.  There will be no separate discussion on these items unless a council member or citizen so request, and the request is for good cause in which event the item will be removed from the consent agenda and will be considered in its normal sequence on the agenda.

 

5.     *Receive Updates and Events (See Town Manager’s Memo):

·       Tree Planting & Removal:  January 1, 2024- December 31, 2024 – 53 trees removed/162 trees planted.

 

6.     *Accept Resignations:

·       Diversity, Equity and Inclusion Committee:  Candace Charpentier effective immediately.

·       Housing Board of Trustees:  Lawrence Bacher effective immediately.

 

7.     *Approve Reappointments to Boards and Commissions:

·       Conservation Committee:  David Boyes, Rick McBride, and Joseph Roberts to be reappointed as a full member, with a term expiration date of December 31, 2027.

·       Diversity, Equity and Inclusion Committee:  Jacob Brier from 1st alternate to a full member, with a term expiration date of September 30, 2027.

·       Harbor Commission:  Bradshaw Evans, Chip Hawkins, and Brian Morely to be reappointed as a full member, with a term expiration date of December 31, 2027

·       Housing Board of Trustees: William “Bill” DeWitt to be reappointed as a full member, with a term expiration date of January 31, 2028.

·       Housing Board of Trustees: Spencer Cowles from 1st alternate to a full member, with a term expiration date of January 31, 2028.

·       Housing Board of Trustees:  Claudia Maiorana from 2nd alternate to a full member, with a term expiration date of January 31, 2027.

·       Library Board of Trustees:    Heidi Rayden to be reappointed as a full member, with a term expiration date of December 31, 2027.

·       Parks and Recreation Commission:  Catherine Horn and R. Michael Seward to be reappointed as a full members, with a term expiration date of December 31, 2027.

·       Resilience and Energy Committee:  Lynn Carter to be reappointed as a full member, with a term expiration date of November 30, 2027.

·       Senior Services Advisory Board:  Karen Statser and Laura Young to be reappointed as a full member, with a term expiration date of February 29, 2028.

·       Zoning Board of Review:  Karen Pringle and David Rizzoli to be reappointed as full members, with terms expiring December 31, 2029.

 

8.     *Accept Monthly Department Reports (December ’24): 

Business and Finance, Fire, Human Resources, Library, Police/Animal Control, Department of Public Works, Planning/Building and Resiliency (no report), Recreation, Senior Services, Tax Assessor and Town Clerk.

10.   *Approve Surplus Property (To declare the following items as surplus property and authorize the Town Manager, at his discretion, to dispose of this property (discard) if it is not practical to sell in accordance with Chapter 49 of the Town Ordinances)

 

11.   *Acknowledge Correspondence:  BAY Team Monthly Report, BCWA Monthly Report, Letter of Correspondence from A. Reich “Artificial Turf”; and G. Charpentier “Speeding”

13.   Discuss and Act:  Accept Minutes of the Town Council’s November 4, 2024, Executive Session.

·       Library Board of Trustees: (1 vacancy: full member, with a term expiration date of December 31, 2028.)

·       Discuss and Act:  Recommendation from the Park & Recreation Commission on Priority Projects to be complete with funding from the 2024 Field Improvement and Culvert Bond for Council Consideration (March 3, 2025)

·       Discuss and Act:  Request an analysis of speed cameras by the town to include personnel requirements, impact on municipal court, projected revenue and costs, anticipated safety benefits, and prioritization of school zones based on speeding/ticket data (March 3, 2025)

·       Public Hearings

o   Discuss and Act:  Bay Spring Crossing Condominium Association’s proposal to rezone a parcel located at 60 Bay Spring Avenue (Lot 101 on Assessor’s map 2) to the Planning Board and the Economic Development Commission and to advertise a Public Hearing for March 3, 2025.
