o   Budget Process FY 25-26 (Calendar of Events)

o   Senator Lauria, Representatives Boylan and Knight:  Information Session with RI EnergyWednesday, March 12, 2025 at 7:00 – 8:00PM in Town Council Chamber.  Come learn about gas and electric rates and cost drivers. The discussion will also address the new Advanced Meters being rolled out to customers around the state.

 

5.     DISCUSS AND ACT ON THE CONSENT AGENDA: 

All items with an asterisk (*) are routine by the Town Council and will be enacted by one motion.  There will be no separate discussion on these items unless a council member or citizen so request, and the request is for good cause in which event the item will be removed from the consent agenda and will be considered in its normal sequence on the agenda.

 

6.     *Receive Updates and Events (See Town Manager’s Memo):

·        Tree Planting & Removal:  February 1, 2024- January 31, 2025– 52 trees removed/ 162 trees planted

 

7.     *Accept Resignations:

·        Bicycle Pedestrian Advisory Committee:    Thomas Fulton effective immediately.

·        Housing Board of Trustees:  Colby Hanson effective immediately.

·        Planning Board:  William “Bill” Kurtz effective immediately.

 

8.     *Approve Reappointments to Boards and Commissions:

·       Bicycle Pedestrian Advisory Committee  to appoint Claudia MaioranaJennifer White from 1st alternate to full member with a term to expire on March 31, 2028.

·       Building Board of Review:   Spencer Alexander reappointed as a full member with a with a term to expire December 31, 2029.

·       Board of Assessment Review:    John Stafford to be reappointed as a full member, with a term expiration date of March 31, 2028.

·       Housing Board of Trustees:  Jennifer WhiteClaudia Maiorana from alternate to full member, with a term expiration date of March 31, 2028.

·       Open Space Committee: 

o   Tim Twohig to be reappointed as a full member, with a term expiration date of February 28, 2028.

o   Ron Pitt to be reappointed as a 1st alternate with a term expiration date of March 31, 2026.

o   2025-3 An Ordinance Amendment to Chapter 179 Vehicles and Traffic, Article II Stop Intersections, §179-3 Stop Intersections Designated (Bowden King Philip Avenue)

·       PUBLIC HEARINGS: (none)

 

18.   Discuss and Act:  Bid(s)

·       Fire Department: 

o   Mobile Electronic Message Board with Camera and Radar Traffic Speed Monitor.  Grant from RIEMA (HSPG) awarded to Barrington Emergency Management $40,000.  Bid from RI MPA at $40,322.50 to Traffic Signs & Safety, Inc., 70 Ballou Blvd, Bristol, RI  02809

o   Zoll AED 3:  Ten (10) Units (Approved by TC on 1-13-25) - Tracking Program with an 8-year Warranty (24-month coverage (on-site service inspections and emergency calls), Outdoor Enclosure Cabinets, NARCAN Nasal Spray, Narcan Tracking Service (24-month coverage) to be awarded to:  Life Support Systems, 59 allied Drive, Dedham, MA  02026 at $30,719.50 (OPIOID Settlement Funds)

o   Zoll AED 3:  Six (6) Units -  Adult/Pediatric CPR and includes CPR/AED Responder Kit, Service/Maintenance/Tracking Program with an 8-year Warranty (24-month coverage (on-site service inspections and emergency calls), NARCAN Nasal Spray, Narcan Tracking Service (24-month coverage) to be awarded to:  Life Support Systems, 59 allied Drive, Dedham, MA  02026 at $11,261.79 (OPIOID Settlement Funds)

·       Department of Public Works: 

o   Bay Spring Culvert Rehabilitation:  Scope of work to include a topographical survey, hydrologic study, permitting, debris removal, stream flow management, erosion control maintenance, slip lining of two culverts, and the rehabilitation of upstream and downstream stone culvert walls.  This work will ensure the proper function and longevity of the drainage system while complying with DEM/CRMC regulations.  To award the bid to C.B. Utility, 99 Tupelo Street, Bristol, RI for $436,870 with a 15% continency, bringing the total to $500,000.00  

·       Department of Planning , Building and Resilience: 

o   Bowden Drainage:  To Authorize PARE Corporation not to exceed $4,465.00 for the Bowden Drainage Project (Task 1 Bid Phase at 100% Reimbursement)

 

19.   PUBLIC HEARING:

·       Discuss and Act:  Bay Spring Crossing Condominium Association’s proposal to rezone a parcel located at 60 Bay Spring Avenue (Lot 101 on Assessor’s map 2) as advertised in the Barrington Times February 12, 19 and 26, 2025 and mailing sent to abutters within 200’.

 

20.  Discuss and Act:  Bayside YMCA Pool Agreement

 

21.   Discuss and Act:  25 Watson Avenue Carmelite Monastery Abatement and Demolition

 

22.  Discuss and Act:  Recommendation From The Park & Recreation Commission On Priority Projects

To Be Complete With Funding From The 2024 Field Improvement And Culvert Bond For Council Consideration; Pare Proposal to Update Concept Plan and Cost Estimate for Chianese

 

23.  Discuss and Act:  An Analysis Of Speed Cameras By The Town

To Include Personnel Requirements, Impact On Municipal Court, Projected Revenue And Costs, Anticipated Safety Benefits, And Prioritization Of School Zones Based On Speeding/Ticket Data. (M. Correia)

27.  Adjourn Town Council Meeting
